Closing of the 19th session

BTO-This afternoon (December 8), after nearly 3 days of urgent, serious and responsible work, the 19th session of the Provincial People's Council has completed all the proposed content and program.

At this session, based on the reports of the Standing Committee of the Provincial People's Council, the Provincial People's Committee, the Standing Committee of the Provincial Vietnam Fatherland Front Committee, the judicial agencies, the Committees of the Provincial People's Council and other important reports presented at the session; The Provincial People's Council discussed, deeply and comprehensively analyzed the advantages and difficulties in the process of performing tasks and unanimously assessed: In 2023, with many opportunities intertwined with difficulties and challenges, with the close and timely leadership of the Provincial Party Committee, the Provincial People's Council, the drastic and flexible direction and administration of the Provincial People's Committee and the efforts of all levels, branches, the Fatherland Front, organizations, the companionship, support and active participation of the business community and the people, our province has implemented and exceeded most of the targets, tasks and solutions according to the Resolution of the Provincial People's Council on the socio -economic development plan, national defense and security in 2023.

At the same time, the Provincial People's Council has seriously analyzed, frankly acknowledged, and clarified the existing problems and limitations that need to be promptly focused on overcoming. Thereby, the Provincial People's Council has requested organizations, individuals, heads of sectors, localities, agencies, and units to seriously evaluate, learn from experience, and have effective solutions to overcome the existing problems, limitations, and weaknesses that have been pointed out at this session.

Based on the review and discussion of reports, submissions and draft resolutions submitted by the Provincial People's Committee and the Standing Committee of the Provincial People's Council at the session, the Provincial People's Council passed 25 resolutions on socio-economic development, on development investment plans and allocation of public investment capital, on related mechanisms and policies, on investment policies for projects, on annual resolutions and activities of the Provincial People's Council. At the same time, the Provincial People's Council spent adequate time questioning the Provincial Inspector, the Director of the Provincial Police Department and the Chief Justice of the Provincial People's Court on issues of concern to voters and the people under the responsibility of state management agencies. The questioning and answering session took place seriously, responsibly and substantively. The Provincial People's Council requested the Provincial People's Committee and the Chief Justice of the Provincial People's Court to direct the serious implementation of voters' recommendations and the conclusions of the session's Chairman for each questioning content.

In order to implement the Resolutions approved by the Provincial People's Council at this session, promptly concretize the Central's guidelines and policies, the Chairman of the session requested the Provincial People's Committee to pay attention to directing departments, branches and localities according to their assigned functions and tasks to promptly organize and implement, put the resolutions into practice, and achieve practical results. At the same time, continue to closely follow the targets, tasks and solutions for 2024 and the practical situation of the sectors and localities to be proactive and resolute in directing and operating, striving to achieve and exceed the targets and tasks of socio-economic development, ensuring national defense and security in 2024.

Pay attention to doing a good job of disbursing public investment capital from the provincial budget and national target programs. Urgently review, develop and submit to the Provincial People's Council for promulgation mechanisms and policies to concretize the regulations of the Central Government, the policies and resolutions of the Provincial Party Committee, in accordance with practical conditions, creating a driving force to promote the development of sectors, fields and localities; at the same time, urgently review, amend and supplement issued mechanisms and policies that are no longer suitable to promptly remove difficulties and obstacles, promote the development of sectors and localities.

Urgently implement the Provincial Planning for the period 2021-2030, with a vision to 2050 after being approved by the Prime Minister ; focusing on reviewing, developing, adjusting, and supplementing plans, programs, projects, and socio-economic development plans by sector, field, and locality, ensuring consistency and consistency with the Provincial Planning, as a basis for implementation. Proactively coordinate with the Standing Committee of the Provincial People's Council to prepare programs, contents, and documents to ensure quality and time schedule for the next sessions of the Provincial People's Council in 2024.

For the Standing Committee of the Provincial People's Council, Committees, Delegation Groups and Provincial People's Council delegates, strengthen the supervision of the organization and operation of local governments in administrative units in the area; supervise compliance with the Constitution and laws, anti-corruption and negativity work in the locality, the implementation of resolutions of the Provincial People's Council; supervise the activities of the People's Committee, judicial agencies; supervise legal documents of the Provincial People's Committee and documents of the District People's Council. During the process of meeting voters, it is recommended that Provincial People's Council delegates strengthen information exchange, mobilize and persuade voters and people to well implement the policies of the Party, local Party Committees, State laws and policies and Resolutions of the Provincial People's Council. Clearly identify which issues should be accepted for recommendations to competent authorities for consideration and resolution, which issues need to be explained or asked for voters' sympathy and sharing because they cannot be implemented at the present time due to objective reasons...
