BTO - This afternoon (December 8th), after nearly three days of urgent, serious, and responsible work, the 19th session of the Provincial People's Council has completed all the planned agenda items.
At this session, based on reports from the Standing Committee of the Provincial People's Council, the Provincial People's Committee, the Standing Committee of the Vietnam Fatherland Front Committee of the province, judicial agencies, the Committees of the Provincial People's Council, and other important reports submitted to the session, the Provincial People's Council discussed and analyzed in depth and comprehensively the advantages and difficulties in the process of implementing tasks and unanimously assessed: In 2023, with many opportunities intertwined with difficulties and challenges, with the close and timely leadership of the Provincial Party Committee and the Provincial People's Council, the decisive and flexible direction and management of the Provincial People's Committee, and the efforts of all levels, sectors, the Fatherland Front, mass organizations, and the companionship, support, and active participation of the business community and the people, our province has implemented and exceeded most of the targets, tasks, and solutions set forth in the Resolution of the Provincial People's Council on the socio-economic development, national defense and security plan for 2023.
At the same time, the Provincial People's Council seriously and frankly analyzed and clarified the existing problems and limitations that need to be addressed promptly. Through this, the Provincial People's Council requested that organizations, individuals, and heads of departments, localities, agencies, and units seriously evaluate, learn from experience, and implement effective solutions to overcome the shortcomings and weaknesses identified at this session.
Based on the review and discussion of reports, submissions, and draft resolutions presented by the Provincial People's Committee and the Standing Committee of the Provincial People's Council at the session, the Provincial People's Council adopted 25 resolutions on socio-economic development, investment development plans and public investment capital allocation, relevant mechanisms and policies, investment policies for projects, annual resolutions, and the activities of the Provincial People's Council. At the same time, the Provincial People's Council devoted sufficient time to questioning the Chief Inspector of the province, the Director of the Provincial Police, and the Chief Justice of the Provincial People's Court on issues of concern to voters and the public that fall under the responsibility of state management agencies. The questioning and answering session was conducted seriously, responsibly, and substantively. The Provincial People's Council requested the Provincial People's Committee and the Chief Justice of the Provincial People's Court to seriously implement the voters' recommendations and the conclusions of the session's chairman regarding each question.
To implement the resolutions passed by the Provincial People's Council at this session, and to promptly concretize the central government's guidelines and policies, the Chairman of the session requested the Provincial People's Committee to direct relevant departments, agencies, and localities, according to their assigned functions and tasks, to promptly organize the implementation and put the resolutions into practice, achieving practical results. At the same time, they should continue to closely monitor the targets, tasks, and solutions for 2024 and the practical situation of their respective sectors and localities to proactively and decisively direct and manage, striving to achieve and surpass the targets and tasks for socio-economic development and national defense and security in 2024.
Pay close attention to effectively disbursing public investment funds from the provincial budget and national target programs. Expeditiously review, develop, and submit to the Provincial People's Council for promulgation mechanisms and policies to concretize central government regulations and provincial Party Committee guidelines and resolutions, in accordance with practical conditions, creating momentum to promote the development of industries, sectors, and localities; at the same time, urgently review, amend, and supplement existing mechanisms and policies that are no longer appropriate to promptly address difficulties and obstacles and promote the development of industries and localities.
Urgently implement the Provincial Planning for the period 2021-2030, with a vision to 2050, after its approval by the Prime Minister ; focusing on reviewing, developing, adjusting, and supplementing socio-economic development plans, programs, projects, and plans by sector, field, and locality, ensuring consistency and uniformity with the Provincial Planning, as a basis for implementation. Proactively coordinate with the Standing Committee of the Provincial People's Council to prepare the program, content, and documents, ensuring quality and timely progress for the next sessions of the Provincial People's Council in 2024.
For the Standing Committee of the Provincial People's Council, the Committees, the Delegation Groups, and the Provincial People's Council representatives, it is necessary to strengthen the supervision of the organization and operation of local governments in administrative units within the province; supervise compliance with the Constitution and laws, the work of preventing and combating corruption and negative practices in the locality, and the implementation of resolutions of the Provincial People's Council; supervise the activities of the People's Committees and judicial agencies; and supervise the legal documents of the Provincial People's Committees and the documents of the District People's Councils. During the process of interacting with voters, it is requested that the Provincial People's Council representatives strengthen information exchange, mobilize and persuade voters and the people to effectively implement the Party's guidelines, local Party committees, state policies and laws, and resolutions of the Provincial People's Council. Clearly identify which issues should be accepted and proposed to the competent authorities for consideration and resolution, and which issues require explanation or request the voters' understanding and cooperation because they cannot be implemented at the present time due to objective reasons…
