Institutional launching pad for Hanoi's breakthrough.

With its superior and unique legal regulations, the capital city's position and role are clearly defined, as well as the policies and responsibilities for its construction, development, management, and protection.

The law has provided direction, opened up opportunities for development, and is expected to become a driving force and institutional foundation for Hanoi to "take off" in the new phase.

The amended Capital City Law, with its many superior and unique mechanisms and policies compared to the current legal system, covers all areas from the political , economic, cultural, social, security, and defense systems to the specific contents of the Capital City.

In particular, the Law has stipulated a clear mechanism for decentralization and delegation of power, assigning more responsibility and authority to Hanoi City, giving it the power to decide on matters related to its specific circumstances.

These provisions have been specified in more detail, prioritizing their application within the legal system. Therefore, more importantly and significantly, the Law's provisions create the most favorable conditions for the city to fulfill its particularly important political tasks, demonstrating its role as the capital and the heart of the nation.

In other words, the specific and prominent mechanisms and policies regarding decentralization and delegation of power are appropriate to the particularly important position and role of the capital city, along with Hanoi's great responsibility in building, developing, managing, and protecting the capital.

At the same time, the Law also creates mechanisms to expand development space, attract resources, and create momentum for Hanoi to break through and become a capital city of regional and global stature.

It can be said that the passed law has exceptionally important legal value, truly opening up a new legal space and reflecting a new vision and mindset for the capital city to develop more strongly and comprehensively.

Simultaneously, Hanoi will also comprehensively implement the Hanoi Capital City Planning for the period 2021-2030, with a vision to 2050, and the revised Hanoi Capital City Master Plan to 2045, with a vision to 2065, after approval by the Prime Minister.

The regulations in the Law, along with these two planning documents, truly represent a "golden opportunity" to define the spatial layout, objectives, development perspectives, and future direction of the Capital city.

The Capital City Law (amended) will take effect from January 1, 2025; seven provisions will take effect from July 1, 2025. Much important work remains to be done, and to bring these provisions into practice as soon as possible, it still requires the involvement and cooperation of all levels and sectors, from the central government to the local level.

For Hanoi, the preparation for implementing the Law did not begin only after the Law was officially passed; instead, city leaders paid attention to it and directed relevant units to start working in conjunction with drafting the Law.

Hopefully, with timeliness, synchronization, uniformity, and efficiency, the rapid identification of work contents, completion deadlines, and responsibilities of relevant agencies and organizations in organizing the drafting of detailed regulations and assigned documents within their authority before the Law takes effect will help the specific mechanisms and policies truly come into effect. From there, Hanoi will be able to leverage the advantages that the Law has created for the capital city, truly making a stronger and more comprehensive breakthrough in a new phase.
