The Ho Chi Minh City Department of Health has requested Korea Star - Sao Han Cosmetic Surgery Hospital to immediately suspend all surgical and procedural activities.

On June 19, 2024, the Ho Chi Minh City Department of Health requested the immediate suspension of all surgical and procedural activities at Korea Star Cosmetic Surgery Hospital (hereinafter referred to as Korea Star Hospital). Simultaneously, an additional task force comprising surgical safety experts from the city's health sector was dispatched to the hospital to inspect, assess, and identify potential risks to patient safety, and to report to the Ministry of Health .

On June 17th and 18th, 2024, the Department of Health received information about two serious medical incidents following cosmetic surgery at Korea Star Hospital (located at 781/C9 Le Hong Phong Street, Ward 12, District 10).

Case 1: On June 15, 2024, female patient NTHY, born in 1994, underwent breast augmentation surgery under general anesthesia with endotracheal intubation at Korea Star Hospital.

After surgery and extubation, the patient's condition worsened and they received intensive care. After more than 8 hours of treatment, the patient's condition continued to deteriorate (arrhythmia, cardiac arrest), and the hospital consulted with Military Hospital 175 .

Doctors at Military Hospital 175 deployed the VV ECMO intensive resuscitation technique and safely transported the patient to Military Hospital 175 at 11:10 PM on the same day. Currently, the patient's condition remains very critical.

Case 2: On June 14, 2024, a female patient born in 1993 underwent breast augmentation and arm liposuction under general anesthesia at Korea Star Hospital.

One day after surgery, the patient developed respiratory failure, mild labored breathing, and fever. The patient was transferred to Cho Ray Hospital for further resuscitation with the diagnosis: Respiratory failure, pneumonia, post-operative liposuction of both arms and bilateral breast augmentation.

Upon receiving the information, the Department of Health immediately worked with the Board of Directors of Military Hospital 175 to obtain more specific information about the condition of patient NTHY. Also in attendance were leaders from top-tier general hospitals under the Ho Chi Minh City health sector and specialized departments of the Department of Health.

For the time being, the Department of Health has requested Military Hospital 175 to organize a consultation with leading experts in the city, focusing the best resources on treating the patient.

On June 19, 2024, the Department of Health dispatched a task force comprising surgical safety experts from the city's health sector to this hospital to inspect and assess the risks affecting patient safety and report to the Ministry of Health.

The task force has drawn up an inspection report requesting Korea Star Hospital to completely suspend all surgical and procedural activities at the hospital from 1:30 PM on June 19, 2024.

Previously, on June 13, 2024, the Department of Health established an unannounced inspection team to examine compliance with legal regulations in medical examination and treatment activities at Korea Star - Sao Han Cosmetic Surgery Hospital. The team is currently continuing its inspection of the hospital.

The Department of Health will urgently report to the Ministry of Health regarding serious medical incidents related to cosmetic surgery at Korea Star Cosmetic Surgery Clinic.

Following the initial assessment by the Task Force regarding risks to patient safety and the conclusions of the Inspection Team on compliance with legal regulations in medical examination and treatment activities at this hospital, the Department of Health continued to report to the Ministry of Health to seek guidance on assessing the conditions before considering allowing this hospital to resume operations.

The Department of Health requires specialized cosmetic hospitals to ensure adequate emergency care for patients, review professional procedures, and apply the highest standards to ensure patient safety, such as procedures for preventing and managing anaphylactic shock, procedures for preventing embolism, and anesthesia and resuscitation procedures, etc.

At the same time, strictly implement regulations on consultations and timely transfer to other hospitals when treatment is beyond the hospital's capacity, especially by developing and practicing red alert procedures within and between hospitals to increase the chances of saving critically ill patients.

In the event of medical incidents, healthcare facilities must immediately report to the Department of Health (by telephone) within 60 minutes of discovering the incident and subsequently submit a written report.

Reportedly, Sao Han Aesthetic Hospital was licensed to operate by the Ministry of Health on April 15, 2020. The hospital's quality assessment scores for 2022 and 2023 were 2.67 and 2.89 points respectively (out of a maximum of 5 points).

Since its inception, Korea Star Cosmetic Surgery Hospital Co., Ltd. has been fined twice by the Health Department Inspectorate for providing medical examination and treatment services without a license (for the cosmetic clinic belonging to the company's branch) and for practitioners not registering to practice medicine as required by regulations.
