As the head of the Thuan An village Party branch, Mr. Nguyen Ngoc Tho has always been concerned about finding suitable ways to lead the people in protecting and promoting local cultural traditions, maintaining a clean village environment, and improving the material and spiritual lives of the people.

With his dedication and exemplary conduct, Mr. Tho successfully inspired the people to build a new rural village and maintained that title for nine consecutive years. The Party branch and mass organizations in the village consistently performed their duties well, receiving recognition, commendation, and awards from higher levels.

Mr. Nguyen Ngoc Tho (born in 1955) - Secretary of the Party Branch of Thuan An village, Tam Hai island commune, has 43 years of Party membership. Before 1975, he lived in Buon Ma Thuot. In June 1976, he returned to his hometown to live and take care of his elderly mother and held the position of Deputy Police Chief of Tam Hai commune, then Secretary of the Youth Union branch; in 1982, he became Head of the Culture and Information Committee of the commune.

From 1983-1984, he served as Vice Chairman and Head of the Commune Police; from 1985-1987, he was Chairman of the Commune People's Committee; in 1990, he was the Standing Deputy Secretary of the Commune Party Committee; and in 1995, he held the position of Chairman of the Commune People's Committee.

In 2000, Mr. Tho retired and was elected as the Party Secretary of the village. During his career, he received numerous commendations, certificates of merit, and commemorative medals from the Provincial People's Committee, the Nuoi Thanh District People's Committee, the Provincial Border Guard Command, and various organizations.

After 24 years of service in the commune, Mr. Nguyen Ngoc Tho retired in 2000 and readily accepted a new role in the village as the Party Branch Secretary. As a long-serving official who had held key positions in the Party Committee and People's Committee of the commune, since returning to the village, Mr. Tho has continued to contribute, set a good example, and actively mobilize Party members and the people to participate in movements and contribute to the new rural development program, achieving many positive results.

Mr. Tho shared that Thuan An is a very special village in Tam Hai island commune. The village borders the East Sea and boasts many scenic spots and historical revolutionary relics, such as the Ban Than - Hon Mang - Hon Dua national scenic area, the Whale Cemetery with over 500 graves, ancient wells, and the site where the Quang Anh Minh Party Branch was established (the first party branch of Nui Thanh district).

“The locality still preserves many long-standing traditional cultural customs of the coastal people, patriotic traditions… so we have a responsibility to protect, promote, and awaken the pride and love for our homeland among the people. We must know how to absorb new ideas, the Party's guidelines, and the State's policies into the work of preserving culture and the beauty passed down from our ancestors,” Mr. Tho said.

Actions speak louder than words.

Without hesitation, he initially relied on the Party Committee and Party Branch with 20 party members as the core. This was the leading force, guided by the spirit of "party members lead the way, the people follow," to inspire and spread the spirit of construction and organize all movements among the people.

1. A GUY IN A CORNER OF THUAN AN VILLAGE
The people of Thuan An village work together to maintain environmental hygiene, contributing to attracting tourists.

After a period of "passing on the torch," the villagers, working closely with the Party branch and mass organizations, enthusiastically began implementing the policies and guidelines of the Party, the State, and various organizations.

Cultural, artistic, and sports movements are emphasized, such as organizing the annual Fishing Festival, reviving the traditional folk singing troupe to participate in competitions with five coastal communes organized by the district, preserving historical relics, and performing arts on important local occasions...

Furthermore, Mr. Tho, along with the Party Committee, decisively directed efforts to improve environmental sanitation in the villages, especially in the Nom beach area and the Ban Than - Hon Dua scenic spot. Because this is a coastal area, rivers from Tam Nghia, Tam Quang, Tam Giang, Tam Hoa, etc., converge here, bringing garbage from various places to accumulate on Nom beach.

Faced with this situation, the village Party branch mobilized the village Women's Association to take the lead in collecting trash at Nom Beach, in the Ban Than scenic area. Thanks to this, the beach has been clean in recent years, earning the appreciation of tourists.

The movement to promote learning and talent in the village has also developed strongly. Every year, the Village's Association for the Promotion of Learning organizes commendations and awards for outstanding students, excellent students, and underprivileged students who overcome difficulties in their studies, with a total amount exceeding 30 million VND...
