TPO – Deputy Prime Minister Nguyen Hoa Binh requested that Party Secretaries and Chairmen of provinces determine political responsibility in disbursing public investment capital, considering this a very important task. Localities need to make every effort to work with the Government to achieve the target of disbursing capital at a rate of 95%.
That was the direction of Permanent Deputy Prime Minister Nguyen Hoa Binh at the working session on the afternoon of October 11 with 5 provinces and cities including Thua Thien - Hue, Da Nang, Quang Nam , Quang Ngai, Binh Dinh on disbursement of public investment capital in 2024.

According to the Ministry of Planning and Investment (MPI), among the 5 localities, 3 have disbursement rates higher than the national average, namely Thua Thien Hue, Da Nang, Binh Dinh, while the remaining Quang Nam and Quang Ngai have disbursement rates below the national average.
The Ministry of Planning and Investment assessed that the organization and implementation of the work in ministries, branches and localities still has many shortcomings. With the same legal basis, some ministries, central agencies and localities have good disbursement rates, but there are still ministries, central agencies and localities with poor disbursement rates; at some times, in some projects, some ministries, branches and localities have not been really resolute, the role and responsibility of the head have not been promoted and are not clear.
Localities pointed out many difficulties in the actual implementation of capital disbursement such as problems in site clearance; project management capacity of investors and project implementation capacity of contractors; difficulties in lack of soil for embankment and construction sand. In addition, due to the specific characteristics of the Central coastal provinces, the last months of the year are often the rainy and stormy season, with a high risk of landslides, affecting the construction work on the ground of many projects...
Concluding the working session, Deputy Prime Minister Nguyen Hoa Binh requested ministries and branches to fully take note of the opinions on the difficulties and problems raised by localities, and to resolve any issues that are the responsibility of the ministry, and report any remaining issues to the Government. The Prime Minister's Directive clearly stated that the role of public investment disbursement is very important to economic growth, so no matter how difficult it is, we must strive to achieve the target.

Deputy Prime Minister Nguyen Hoa Binh requested ministries, branches and localities to closely follow the Government's direction and monitor the local situation. The solutions proposed by the Government are quite comprehensive and need to be studied and applied. Localities must be proactive and focus on removing obstacles in site clearance and lack of construction materials.
The Government leaders welcomed Quang Nam for establishing working groups to resolve issues and speed up capital disbursement, which other provinces should learn from. The process of urging capital disbursement must also include inspection, supervision, and progress of disbursement at the grassroots level.
“Regarding responsibility, we request that the Secretaries and Chairmen of the provinces determine political responsibility in disbursing public investment capital, considering this a very important task. Localities need to make every effort, resolutely working with the Government to achieve the target of disbursing 95% of capital” – the Deputy Prime Minister requested.
For projects and works under the national target program, the current situation is fragmented and deeply decentralized, but the capacity of cadres at the grassroots level to implement is very limited. Therefore, localities need to increase the capacity of cadres from the province to support the districts.
“The current situation is that there is money but people are waiting. We need to pay attention to disbursing national target projects, because this issue is not only related to public investment disbursement but also improving the lives of people in mountainous and disadvantaged areas,” the Deputy Prime Minister emphasized.
