Putting the Capital City Law of 2026 into practice.
Hanoi Party Secretary Tran Duc Thang emphasized that the 2026 Law on the Capital City has granted the city special and superior authority and mechanisms; it serves as a strategic springboard to realize the aspiration of building a cultured, civilized, and modern capital city, developing rapidly and sustainably in the new era. The crucial and decisive task facing the city is to issue detailed regulations that are comprehensive, practical, highly feasible, and to implement them decisively and effectively to bring the Law into reality.
With a proactive approach, the Standing Committee of the Hanoi Party Committee issued Directive No. 15-CT/TU directing the organization and implementation of the 2026 Law on the Capital City; discussing and providing specific feedback on the content of relevant documents; directing a thorough review and assessment of policy impacts; and requesting broad consultation with relevant ministries, agencies, and the public and businesses. The principle was to immediately issue and implement any content that was clear, well-established, and agreed upon; while content that was difficult, had far-reaching impacts, and lacked high consensus required further discussion and thorough assessment of policy impacts for refinement, but with specific and clear deadlines.
Comrade Tran Duc Thang assessed that the City People's Council, the City People's Committee, and relevant departments and agencies had focused intensely and mobilized maximum intellectual resources to develop and review the drafts for submission at this session. On behalf of the Standing Committee of the City Party Committee, the City Party Secretary acknowledged and highly appreciated the serious and expeditious preparation.
The issues discussed and considered at this session are all very large and important matters with far-reaching impacts on the city's socio -economic development. Therefore, the City Party Secretary requested that the City People's Council delegates, drawing on their practical experience and demonstrating the highest sense of responsibility to the voters and people of the capital, engage in democratic, frank, intelligent, and substantive discussions on each draft.
The Secretary of the Hanoi Party Committee emphasized the importance of upholding the spirit of innovation, promoting decentralization and delegation of power coupled with resource allocation; clearly defining the responsibilities of each entity and establishing mechanisms for inspection, supervision, and evaluation of results, preventing corruption and vested interests; and continuing to minimize administrative procedures to create a truly transparent and superior investment and business environment. Each policy must be fully assessed in terms of its legal basis, policy impact, implementation resources, feasibility, and social consensus, especially regarding its outstanding and unique aspects; ensuring that when policies are enacted, they will be implemented effectively and bring about significant changes in the development of the capital city.
Prioritize allocating resources to address urgent social issues.
Regarding social welfare policies, Comrade Tran Duc Thang emphasized the need to prioritize resources to address urgent social issues that directly affect people's daily lives; to continue providing better care for policy beneficiaries; and to improve access to housing and basic services such as education , healthcare, and culture. He stressed that support policies must ensure that the funds are allocated to the right beneficiaries, for the right purposes, and in line with the city's budgetary capacity.
Regarding the development of science and technology and innovation, the City Party Secretary stated that in the coming period, knowledge, digital data, science and technology, and high-quality human resources are identified as the main driving forces for the city's rapid and sustainable development. Therefore, it is necessary to boldly pilot breakthrough policies and new models; at the same time, it is essential to create a legal environment and space for an innovation ecosystem; and promote linkages between research, testing, and production to transform the development model of the capital city.
Urban management and development require a holistic and synchronized approach, aligned with the centenary vision of the Capital City Planning; creating new development spaces based on exploiting dynamic zones according to the TOD (Transit-Oriented Development) model, optimizing low-rise, high-rise, and underground spaces. Simultaneously, it is necessary to address the root causes of the five bottlenecks, reorganize architectural space, and ensure public interest. These new policies must be developed openly, transparently, standardized in terms of standards and data, and subject to strict oversight.
The Secretary of the Hanoi City Party Committee requested that, immediately after the resolutions are passed, the City People's Committee and relevant agencies should immediately begin implementing them to maximize the effectiveness of the policies.
Regarding the documents that the City People's Council has discussed and commented on for finalization before voting at the upcoming fourth session, Comrade Tran Duc Thang requested the People's Committee and relevant agencies to promptly incorporate the feedback and finalize them for submission to the City People's Council for decision before June 15, 2026; resolutely avoiding situations where laws are awaiting guiding documents or where issued documents lack sufficient time for training and implementation.
The City Party Secretary requested that the Party's supervisory agencies, the City People's Council, and the City Fatherland Front monitor and supervise the implementation of the 2026 Capital City Law from the very beginning to ensure smooth and effective execution.
The Law on the Capital City of 2026 will officially come into effect on July 1, 2026; with a large volume of work remaining, this session of the City People's Council is a significant milestone. Hanoi Party Secretary Tran Duc Thang believes that, with a spirit of innovation, responsibility, democracy, and decisiveness; with the serious preparation of the People's Council, the People's Committee, the Committees of the City People's Council, and relevant departments and agencies; and with the wisdom and dedication of the City People's Council delegates, the session will consider and decide on the contents with the highest quality, creating an important legal basis to bring the Law on the Capital City of 2026 and its special mechanisms into practice.
