On February 7th, Comrade Nguyen Doan Anh, Member of the Central Committee of the Party and Secretary of the Provincial Party Committee, inspected the progress of major key transportation projects and a number of civil and cultural projects in the province.

Comrade Nguyen Doan Anh, Secretary of the Provincial Party Committee, and members of the delegation inspected transportation projects including: the road project connecting Thanh Hoa city center with the road from Tho Xuan Airport to Nghi Son Economic Zone, the section from Nhoi intersection to No Hen intersection; the road project connecting Thanh Hoa city with Tho Xuan Airport, the section from No Hen bridge to Provincial Road 514; the road project connecting Thanh Hoa city with Tho Xuan Airport, the section from Provincial Road 514 to the road leading to Tho Xuan Airport; the road from National Highway 47 to Ho Chi Minh Highway; and the road project connecting three national highways.

In the cultural field, Provincial Party Secretary Nguyen Doan Anh and members of the delegation inspected the following projects: the Trinh Palace historical site in Vinh Hung commune, Vinh Loc district; the Trieu Tuong Mausoleum historical site in Ha Long commune, Ha Trung district; the Ham Rong Conference Center in Ham Rong ward, Thanh Hoa city; and the Le Dynasty Royal Temple.

After conducting an inspection, Provincial Party Secretary Nguyen Doan Anh held a working session and concluded: The project for the road from Thanh Hoa city center to Tho Xuan Airport, with a length of over 34 km, is divided into 3 sub-projects. Construction began in 2019. Currently, Sub-project 1, connecting Thanh Hoa city center to Tho Xuan Airport and the Nghi Son Economic Zone (from Nhoi intersection to No Hen intersection), is completed but lacks a lighting system. Sub-projects 2 and 3, connecting Thanh Hoa city with Tho Xuan Airport (from No Hen bridge to Provincial Road 514), are incomplete due to insufficient funding and have been suspended since 2021, with completion scheduled for 2023. This indicates a significant delay in the project.

Regarding the project connecting National Highway 47 to the Ho Chi Minh Highway in Tho Xuan district, construction is not yet complete, with approximately 300 meters remaining; and the road connecting three national highways, with a total length of 19 km, still has 5 km unfinished. Therefore, the Provincial Party Secretary requested that relevant departments study and allocate funds for land clearance and construction, completing each section as it progresses, to facilitate trade for the people and promote local economic development.

Regarding cultural projects, the Provincial Party Secretary requested that relevant departments, agencies, and localities accelerate land clearance work and re-examine the project scale to focus investment on key areas, avoiding scattered efforts. Regarding the Trinh Palace historical site in Vinh Hung commune, Vinh Loc district, a review of the planning is needed to ensure it aligns with the conditions for restoration and upgrading, preventing delays.

Regarding the Trieu Tuong Mausoleum and Temple Complex in Ha Long commune, Ha Trung district, the Provincial Party Secretary requested that land clearance be expedited, funding be allocated, and social contributions be encouraged to ensure focused implementation of each project, preventing any unfinished work.

Regarding the Ham Rong Convention Center, Provincial Party Secretary Nguyen Doan Anh requested that relevant agencies conduct research and promptly advise the provincial leadership on a solution. As for the Le Dynasty Royal Temple, he urged the contractor to complete the construction to honor the ancestors who contributed to the nation-building and defense efforts.

Following on-site inspections of construction projects, the Provincial Party Secretary requested the Provincial People's Committee, relevant departments, and localities to coordinate with investors and contractors to find definitive solutions to prevent any negative impact on people's lives. He instructed the Party Committee of the Provincial People's Committee to direct relevant agencies and project management boards to compile a comprehensive report on the obstacles and difficulties of the projects for submission to the Provincial Party Standing Committee.

Emphasizing the Central Committee's decisive directive on handling projects with illegal land use, Provincial Party Secretary Nguyen Doan Anh requested the Party Committee of the Provincial People's Committee to direct relevant departments and agencies to review slow-moving and wasteful projects and report to the Provincial Party Standing Committee.

The Provincial Party Secretary emphasized: For projects that are still pending or slow to implement, relevant departments and agencies need to find solutions to ensure their implementation, preventing prolonged delays that affect people's lives. If any contractor is "weak" or lacks the capacity, they must be resolutely replaced to prevent projects from being left unfinished. The Provincial Party Committee of the People's Committee is tasked with directing the Provincial People's Committee to review projects; if contractors lack capacity, capital recovery should be carried out in accordance with the law. The Department of Transport is tasked with leading the adjustment of projects due to increased land clearance costs to attract investment. The People's Committees of Trieu Son, Tho Xuan districts and Thanh Hoa City should focus on resolving issues related to land clearance, especially addressing land use obstacles, and preventing unauthorized construction. The Department of Planning and Investment and the Department of Finance are tasked with allocating funds to complete ongoing projects and boost the province's development.
