The policy of "Eliminating technological illiteracy"
Nearly 80 years ago, the "Popular Education Movement," launched by President Ho Chi Minh in 1945, became a revolution in ideology. The determination, will, and unity of the entire nation created a miracle in eradicating illiteracy, lifting millions out of literacy and opening the door to access knowledge. The journey of lifelong learning was initiated, laying the foundation for raising the intellectual level of the nation.
Continuing that tradition, in the digital age, the "Digital Literacy Movement" was launched by General Secretary To Lam, carrying a new mission: to eradicate digital illiteracy and popularize basic digital knowledge and skills among all segments of the population so that no one is left behind in the national digital transformation process.
This major policy is concretized by Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation, issued on December 22, 2024. In the Resolution, the goal of popularizing knowledge about digital transformation and digital skills for the entire population is clearly and decisively defined, considering it an urgent task to help each citizen access, use, and master technology effectively.
In line with the nationwide spirit of innovation, An Giang province is implementing a comprehensive set of tasks and solutions to promote the widespread development of the "Digital Literacy Movement," thereby fostering self-motivation in individuals to learn and hone their digital skills to utilize, exploit, and benefit from the achievements of science, technology, and innovation. The movement is organized systematically and flexibly with diverse forms. The content of the outreach program is designed to suit the digital skills framework of each target group, focusing on core knowledge and enhancing practical application in daily life. Communes, wards, and special zones prioritize the scientific and creative implementation of the movement, adapting it to the specific conditions of each locality.

According to the Standing Deputy Secretary of the Provincial Party Committee, Nguyen Thanh Nhan, the "Digital Literacy Movement" has been implemented comprehensively and extensively, reaching down to the neighborhood, hamlet, village, and residential group levels, thereby creating a nationwide movement to encourage people to learn and hone their digital skills and actively participate in the province's digital transformation process.
The movement strongly promotes the application of digital technology, artificial intelligence, and online learning platforms, ensuring flexible and appropriate access methods for all target groups, especially vulnerable groups, people in remote areas, and ethnic minority communities.
The effectiveness of the movement is measured by the fundamental changes in people's digital capabilities, contributing to the promotion of the digital economy, the building of digital government, and a digital society.

Over time, the "Digital Literacy Movement" has spread widely throughout the province, giving rise to many innovative models such as digital families, digital ambassadors, each citizen - a digital identity, digital markets - digital rural areas, community digital technology groups, digital literacy groups, youth campaigns to popularize digital skills… These models are creating new types of popular education classes, where every home, field, and market becomes a digital learning space, vibrant like the spring atmosphere spreading throughout the countryside.
From urban to rural areas, from online classes to hands-on training sessions in residential areas, the "Digital Literacy Movement" is igniting a spirit of lifelong learning, equipping people with the necessary skills to integrate safely, proactively, and effectively into the modern digital environment.
In Hoa Ut hamlet, Dinh Hoa commune, where over 99% of the population are Khmer people, the popularization of digital skills goes beyond simply teaching how to use smartphones or useful applications. More importantly, it aims to help people learn how to apply digital technology to improve their quality of life and bridge the gap between urban and rural areas. The Hoa Ut hamlet community digital technology team, in collaboration with youth union members, persistently guides each resident in installing and using basic digital platforms and applications, so that the "Digital Literacy Movement" gradually permeates daily life.

According to Mr. Danh Thi, head of Hoa Ut hamlet, many elderly people in the hamlet have become technologically literate and are gradually adapting to the development of digital technology. Even more encouraging, a segment of the population is proficient in using technological devices, utilizing the internet to research farming and livestock techniques, promote agricultural products, and open up opportunities for economic development. The use of online public services, handling administrative procedures, registering temporary residence and absence, birth registration, and paying electricity and water bills without cash is becoming increasingly common.
Benefiting from the "Digital Literacy Movement," Ms. Thi Nuong, residing in Hoa Ut hamlet, shared: "Previously, I only brought chickens, ducks, and sticky rice to the market to sell. My business mainly depended on regular customers, so sales were sometimes slow. Since being guided by members of the hamlet's community digital technology team on creating Zalo and Facebook accounts and learning how to take photos and post sales ads, I've confidently introduced my products on social media. As a result, many customers from other localities have learned about my products and contacted me to place orders." This method not only helps sell goods faster but also saves Ms. Nuong time, reduces travel costs, and increases her income.
Ms. Nuong's story illustrates the practical role of community-based digital technology groups in supporting rural people to access digital transformation and gradually change traditional business practices.
The entire province currently has more than 1,035 community digital technology groups in 100% of communes, wards, special zones, hamlets, villages, and neighborhoods, with 7,991 members. These digital key individuals are persistently disseminating information and guiding people in digital skills so that technology is no longer unfamiliar but gradually becomes a natural part of social life.
Based on initial results, it can be affirmed that the "Digital Literacy Movement" is contributing to the formation of digital habits, digital skills, and digital thinking among the people. More than just a story about learning technology, the movement is also a journey to create digital citizens, a crucial foundation for An Giang to build a comprehensive digital society, making digital transformation a driving force for sustainable socio-economic development in the new spring of the nation.
Along with promoting the role of community digital technology groups, the province focuses on implementing online courses on MOOC platforms and many training programs on artificial intelligence (AI), helping officials, civil servants, businesses, households, cooperatives, students, and pupils keep pace with new trends, improving the efficiency of work, production, business, and learning in the digital age. Many officials and Party members in the province have played a leading role, setting examples, actively self-learning and self-improving, enhancing their digital knowledge and skills.
