Hanoi must accelerate the construction of urban railways.

The Prime Minister traveled by trolley from tunnel B3, S9 (Kim Ma) urban railway station to tunnel B2, S11 (Van Mieu) and S12 (Tran Hung Dao) stations of the Nhon - Hanoi urban railway line to visit and extend New Year greetings to the forces working on the construction site.

Concluding the meeting, Prime Minister Pham Minh Chinh stated that many solutions have been implemented to address difficulties related to mechanisms, policies, technology, and capital mobilization for railway projects. However, after 17 years, Hanoi has only built 21 km of urban railway. According to the conclusions of the Party, the resolutions of the National Assembly , and the Government, Hanoi must build 600 km of urban railway in the next 10 years. Therefore, if the current pace continues, the requirements will not be met.

To meet the demand for speeds dozens of times faster than in the past nearly 20 years, the Prime Minister requested the establishment of standards, regulations, and procedures for the development of high-speed rail, particularly urban rail, to address shortcomings in planning, routes, and ring roads. This includes planning with a long-term vision of 100 years or more; unified, modern, and optimized technology for investment; self-reliant maintenance and repair planning; and human resource development planning.

Along with that, it is necessary to transfer advanced, modern, unified, and shared technologies, and develop supporting industries for the railway sector as quickly as possible to meet practical requirements; train human resources according to plan, faster and stronger, striving for 90% of the workforce in this field to be Vietnamese...

The Prime Minister requested central ministries and agencies to cooperate effectively and closely with the Hanoi People's Committee in implementing projects; in the first quarter, the Hanoi People's Committee should research and coordinate with the Ministry of Finance to issue railway development bonds...
