Politburo: Temporarily suspend leadership appointments until provincial mergers are completed.

The Politburo has issued Conclusion 128 on the policy of temporarily suspending the recruitment, appointment, and nomination of candidates for leadership and management positions in agencies and units due to organizational restructuring.

The recruitment, appointment, and nomination of candidates for leadership and management positions will be suspended from March 7th until the completion of the plan to eliminate district-level administrative units and merge some provincial-level administrative units, reorganize commune-level administrative units, and streamline the Fatherland Front, political and social organizations, and mass associations assigned by the Party and State.

The Politburo 's conclusion clearly states the temporary suspension of recruitment, planning, assignment, rotation, appointment, and nomination of candidates for leadership and management positions within the Vietnam Fatherland Front, political and social organizations, and mass associations assigned by the Party and State at the central level and in affiliated agencies and units.

At the provincial level, the Politburo requested a temporary suspension of recruitment, planning, transfer, rotation, and appointment; the establishment of positions such as deputy secretary, chairman of the People's Council, chairman of the People's Committee, vice chairman of the People's Council, vice chairman of the People's Committee of provinces and cities; and the consolidation and supplementation of Party committees and standing committees for the 2020-2025 term, as well as the leadership at the head and deputy head levels of the Fatherland Front, political and social organizations, and mass associations assigned tasks by the Party and the State.

At the district and commune levels, the Politburo has directed a temporary suspension of recruitment, planning, transfer, rotation, appointment, and nomination of candidates for leadership and management positions, as well as the consolidation and supplementation of Party committees, standing committees of Party committees, secretaries, and deputy secretaries at the district and commune levels.

The Politburo's conclusion also clearly stated the exceptional cases where it is truly necessary to fill and supplement certain positions.

Accordingly, for positions such as deputy secretary, chairman of the People's Council, chairman of the People's Committee, vice chairman of the People's Committee of provinces and cities, or the consolidation and supplementation of members of the Standing Committee of the provincial Party Committee, leaders of the Vietnam Fatherland Front, and political organizations and mass associations assigned by the Party and State at the central level, the Party committee and Party organization shall report to the Politburo and the Secretariat for consideration of each case to decide on the implementation of the personnel consolidation and supplementation process.

Regarding the positions of secretary, deputy secretary, chairman of the People's Council, chairman of the People's Committee, and deputy chairman of the People's Committee at the district level, the Politburo requires the Standing Committee of the provincial Party Committee to report and seek the opinion of the Central Organization Committee before implementing the personnel consolidation and supplementation process as prescribed.

For the positions of Party Secretary, Chairman of the People's Council, and Chairman of the People's Committee at the commune level, the Standing Committee of the provincial Party Committee shall carefully and thoroughly consider all aspects before making a decision and shall be accountable to the Politburo for its decision.

The process of consolidating and supplementing leadership and management positions, in accordance with the Politburo and Secretariat's policy, continues to be implemented as prescribed.

Regarding other cases where personnel procedures have been completed and documents submitted to the competent central authority, the Central Organization Committee, before March 7th, the Politburo stated that they will be considered according to regulations.

Conclusion 128 of the Politburo also clearly states that for leadership and command positions in the military, police, People's Courts, and People's Procuracies at the local level, the Standing Committees of the Central Military Commission, the Central Public Security Party Committee, the Supreme People's Court Party Committee, and the Supreme People's Procuracy Party Committee shall base their leadership, guidance, concretization, and organization of implementation on the Politburo's guidelines, ensuring uniformity and suitability to the practical situation and requirements of the unit.
