According to Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan, regarding the quality control of biofuels, there are two issues that require special attention. Firstly, product quality. Biofuels must fully comply with the standards and regulations issued by the Ministry of Science and Technology. This is a mandatory requirement. Secondly, improper blending according to technical standards and procedures must be prevented.

Secondly, inspection and control are crucial. This is done at all stages, from production, mixing, transportation, distribution, and circulation to the retail system. All stages before the product reaches the consumer must be strictly inspected and monitored. Consumers should also provide feedback and evaluations to support inspection and control efforts.

For businesses directly involved in the production, blending, transportation, trading, and retail of biofuels, the responsibility for quality control and inspection is clearly stipulated in the laws on petroleum trading as well as laws related to standards, measurement, and product quality.

From the perspective of state management agencies, the responsibility for inspection and supervision is carried out regularly through functional forces. For the Ministry of Industry and Trade, the core force is the Market Management Department. At the local level, there are local market management forces, along with coordination from the police, the Department of Science and Technology, the Department of Industry and Trade, and other relevant functional forces to conduct inspections, controls, and supervision of the quality of biofuels.

“I emphasize that inspections are carried out in various forms, including planned periodic inspections and unannounced inspections. Currently, the Ministry of Industry and Trade is continuing to develop inspection plans as directed by the Minister of Industry and Trade at briefing meetings. The list of inspection targets has not been published to ensure the element of surprise and the effectiveness of the inspections,” the Deputy Minister of Industry and Trade stated.

Regarding consumer protection, the National Assembly has enacted the Law on Consumer Protection, which clearly stipulates the rights, obligations, and responsibilities of relevant entities to best protect consumers. The Ministry of Industry and Trade adheres to the principle that the transition to using biofuels must aim for the highest benefit for the people and consumers. Consumer rights are always placed at the center of policy development and implementation. To protect consumers, one of the important solutions is to receive feedback and complaints related to the production and business of biofuels.

First, ministries, government agencies, petroleum businesses, and manufacturers of vehicles, engines, and equipment using biofuels need to strengthen the provision of information, respond to feedback and suggestions, and provide technical advice to consumers, because not everyone is familiar with the relevant technical issues.

The Ministry of Industry and Trade is also developing handbooks and Q&A sets to explain, guide, and answer people's questions. The Ministry acknowledges the active support of press and media agencies in disseminating information about biofuels. The Q&A sets are still being finalized based on continued feedback and input from relevant parties. In addition, information channels will be diversified, including the establishment of an automated hotline to receive, answer questions, and provide objective information to the public.

The Ministry of Industry and Trade has also requested car manufacturers and engine producers to review and reassess the compatibility of their vehicles with biofuels. Several car manufacturers have already published the results of this assessment. Simultaneously, businesses need to continue guiding users, preparing maintenance and repair facilities, and anticipating potential technical issues. To date, no significant technical incidents related to the use of biofuels have been recorded.

Collaborating with independent experts to provide advice, guidance, and address professional issues is also identified as an important task. The Ministry of Industry and Trade has and will continue to invite scientists to participate in order to ensure that the information provided to the public is objective and accurate.

Another important issue is ensuring sufficient supply of biofuel to the market. This is a shared responsibility of the Ministry of Industry and Trade, other ministries, sectors, localities, and relevant businesses. The Ministry of Industry and Trade affirms that it will ensure a sufficient supply of E5 and E10 gasoline to meet consumer demand.
