The Ministry of Education and Training is implementing a plan to inspect the implementation of Circular 29 on tutoring and supplementary classes in Ho Chi Minh City during March.

Accordingly, the Ministry of Education and Training has instructed the Ho Chi Minh City Department of Education and Training to inspect the implementation of Circular 29 on supplementary tutoring in the city.
The Ministry's inspection team will conduct one-day inspections between March 3rd and 20th (the Ministry of Education and Training will directly notify the Department of Education and Training of the specific inspection date); the inspections will be conducted directly at the Department of Education and Training, some district education offices, and some general education institutions.
The Ministry will inspect the guidance and management work of the Department of Education and Training, the Education and Training Divisions, and the implementation at educational institutions regarding Circular No. 29 and the Prime Minister 's directive in Official Dispatch No. 10 on strengthening guidance on secondary and high school enrollment and managing extracurricular tutoring activities within their respective jurisdictions and responsibilities.
According to the plan, the Ministry will conduct on-site inspections at junior and senior high schools and then work with the Department of Education and Training and the districts and counties.
Also in the document outlining the inspection plan for tutoring, the Ministry requested the Department of Education and Training to report on the number of licensed tutoring facilities; the advantages, difficulties, and solutions implemented by the departments to manage tutoring activities before Circular 29 was issued. Since Circular 29 was issued and came into effect, what has been the number of new organizations/individuals registering for business? What are the advantages and difficulties in implementing Circular 29?
Simultaneously, the report covers the coordination with relevant agencies to advise the City People's Committee on issuing regulations on supplementary teaching and learning; and the guidance and organization of the implementation of regulations on supplementary teaching and learning for schools, organizations, and individuals under its management in the area.
Based on the report, the Department of Education and Training needs to provide a general assessment of the advantages, conveniences, limitations, difficulties, and causes when implementing Circular 29 on supplementary teaching and learning. From there, the Department of Education and Training should propose recommendations to the Government , the Ministry, and the People's Committee of the City (if any).
Mr. Ho Tan Minh, Chief of the Office of the Ho Chi Minh City Department of Education and Training, informed that the Department has established five inspection teams to monitor the implementation of Circular 29 on supplementary tutoring. Accordingly, the five inspection teams will conduct inspections of public secondary and high schools, as well as supplementary tutoring centers in 22 districts, regarding the management of supplementary tutoring both inside and outside of schools.
At the same time, according to Mr. Minh, these inspection teams will check whether the life skills centers are implementing the content of their licenses correctly.
Besides inspecting facilities implementing regulations on tutoring and supplementary classes, the Ho Chi Minh City Department of Education and Training aims to promptly detect, address, and propose appropriate solutions to difficulties and obstacles in the implementation of Circular 29.
