According to a document sent to the Hanoi Department of Education and Training on the evening of August 24th, the Ministry of Education and Training requested an inspection and report on the implementation of safety procedures for organizing swimming lessons at the Vietnam International School (Ha Dong district, Hanoi). The Department of Education and Training needs to clearly identify the responsibilities of the organizations and individuals involved and take appropriate action.
The Ministry also requested the Hanoi Department of Education and Training to direct educational institutions in the area to review and strictly implement safety procedures when organizing swimming lessons in schools. "Ensuring the safety of students as they enter the new school year 2023-2024 is essential," the Ministry of Education and Training stated in the document, and requested the Department to submit a report on the implementation of this requirement to the Ministry before August 29th.

On August 22nd, a 9th-grade student from the Vietnam International School (Ha Dong district, Hanoi) died during a swimming lesson.
Swimming instructor Nguyen Lam Thang (born in 1999) admitted that he did not instruct or guide the students, allowing them to freely enter the pool. The instructor himself sat on the edge of the pool using his phone throughout the lesson. When the students struggled and sank to the bottom of the pool, the instructor remained in his seat using his mobile phone, completely unaware of what had happened.
Following the incident, the swimming instructor was detained by authorities for investigation into his negligent conduct resulting in serious consequences. The case has also been formally opened.
On August 23, a male student in Nghe An also died while swimming in the pool at Nguyen Truong To High School in Vinh City. These two consecutive drowning incidents in schools have raised concerns about ensuring the safety of students.
