The Ministry of Education and Training has just announced the plan to implement Decision No. 1117/QD-TTg dated September 25, 2023, of the Prime Minister on the program to build a model of open educational resources in higher education, giai đoạn 2025 - 2030.
The program will provide a model for developing, sharing, exploiting, and utilizing open educational resources in higher education, contributing to improving the quality and effectiveness of research, teaching, and learning activities.
In the immediate future, during the 2024-2025 period, the Ministry of Education and Training will develop and operate an open educational resource access portal for higher education.
The development of a database of open educational resources in the higher education system of Vietnam is being implemented by the Ministry of Education and Training from 2024 to 2030.
The plan is divided into two phases. Phase 1, from 2024 to 2026, includes over 300 curricula and teaching and learning materials.
In phase 1, the data sources developed focused primarily on three areas: technology and engineering training, teacher training; and foreign languages, literature, and culture.
Phase 2 will run from 2027 to 2030. The Ministry aims to have over 600 curricula and teaching and learning materials added to the database.

In phase 2, the data sources will be expanded to include areas beyond phase 1. This phase will periodically update and supplement documents, learning materials, and courses for higher education.
According to the plan, the Ministry of Education and Training will build an open educational resource access portal with the ability to integrate modern technologies such as artificial intelligence (AI) and Blockchain, connecting with the data repositories of domestic and international higher education institutions.
In addition, the ministry also outlined a direction to promote international cooperation for resource sharing. Specifically, it will cooperate and connect with open resource systems of foreign universities and international organizations.
Simultaneously, the aim is to form an alliance for sharing open resources between Vietnamese and foreign higher education institutions, and to develop a national report on open educational resources by 2027, in line with UNESCO's guidelines.
