The new structure of Vietnam's Social Insurance system.

(NLDO) - Vietnam Social Security officially adopts a new organizational structure with 14 advisory units at the central level, reducing the number of departments by 7 after the restructuring.


According to Decision No. 391 issued by the Minister of Finance , Vietnam Social Security (VSS) has implemented organizational restructuring to streamline and improve operational efficiency.

In terms of organizational structure, Vietnam Social Security is organized from the central to the local level according to a 3-tier system. Vietnam Social Security has 14 advisory units at the central level, a reduction of 7 units compared to before the restructuring, including:

Social Insurance Policy Implementation Board, Health Insurance Policy Implementation Board, Revenue Management and Participant Development Board, Fund Investment Management Board, Internal Audit Board, Legal Board, Finance and Accounting Board, Personnel and Organization Board, Propaganda and Participant Support Board, Vietnam Social Insurance Inspectorate, Vietnam Social Insurance Office, Information Technology and Digital Transformation Center, Archiving Center, Electronic Social Insurance and Health Insurance Payment Control Center.

The units from the Social Insurance Policy Implementation Board to the Vietnam Social Insurance Office are specialized units assisting the Director of Vietnam Social Insurance; the Centers are public service units directly under the Board.

Regional level: Vietnam Social Security is organized into 35 regions, instead of 63 provinces/cities as before. Each regional Social Security office has its own legal personality, seal, and account, and is organized with an average of no more than 10 advisory departments.

District level: Social insurance offices at the district, town, and city levels within provinces, and inter-district social insurance offices (collectively referred to as district-level social insurance offices) belong to the regional social insurance system. The number of district-level social insurance offices shall not exceed 350 units and shall not have an internal organizational structure.

This restructuring aims to streamline the organization and improve the effectiveness and efficiency of Vietnam Social Security in implementing social insurance, health insurance, and unemployment insurance policies and regulations.
