"The administrative apparatus must be efficient but strong, not retaining incompetent people and overlooking talented ones for personal or local interests," emphasized Chairman of the Provincial People's Committee Le Van Dung in an interview with Quang Nam Newspaper on the occasion of welcoming the Lunar New Year 2025, regarding the revolution in restructuring and streamlining the organizational apparatus associated with the development of Quang Nam province.
* Mr. Chairman of the Provincial People's Committee, at the end of March 2022, Prime Minister Pham Minh Chinh held a working visit to Quang Nam and assigned the province 10 key tasks. Could you please tell us about the progress in implementing these tasks to date?
CHAIRMAN OF THE PROVINCIAL PEOPLE'S COMMITTEE LE VAN DUNG:
Following the meeting, the Government Office issued Notice No. 135, dated May 6, 2022, regarding the conclusions of Prime Minister Pham Minh Chinh at the working session with the leaders of Quang Nam province. Implementing the Prime Minister's conclusions and under the direction of the Provincial Party Standing Committee, the Party Committee of the Provincial People's Committee assigned the Provincial People's Committee and relevant departments and agencies to urgently implement them.
To date, Quang Nam has achieved some very important initial results, especially focusing on developing industry, trade and services, and opening up the eastern region to continue development as directed by the Prime Minister. This has contributed to promoting socio-economic development; and in 2024, Quang Nam halted negative growth, achieving a GRDP growth rate of 7.1%; with the two main sectors contributing to growth being industry and construction, and tourism and services.
However, the implementation of the Prime Minister's conclusions still faces difficulties, especially regarding mechanisms. The province has also sought guidance, but central ministries and agencies are still waiting for amendments to some legal regulations to ensure suitability, so they have not yet provided specific instructions. Therefore, some tasks have not been achieved as desired by the province.
* Comrade, in order to successfully complete the tasks assigned by the Prime Minister in conjunction with the implementation of the Provincial Planning, in the context of the need for all levels of government to streamline organizational structures and reduce staffing levels in accordance with the Party's policy; what do you think are the requirements?
CHAIRMAN OF THE PROVINCIAL PEOPLE'S COMMITTEE LE VAN DUNG:
Following Resolution No. 18 of the 12th Central Committee on "Some issues concerning the continued reform and restructuring of the political system's organizational apparatus to be streamlined, effective, and efficient," Quang Nam province has seriously implemented it and achieved many results. However, as assessed by the Central Committee, the apparatus of the entire political system in general and the governments at all levels in particular throughout the country remains cumbersome, multi-layered, with overlapping functions and tasks, hindering development and consuming a huge amount of budget resources. Therefore, this time, the Central Committee of the Party and General Secretary To Lam have decisively directed the implementation of a revolution in streamlining the organizational apparatus and reducing the workforce throughout the entire political system.
Based on the directives of the Central Government and the Government, the Standing Committee of the Quang Nam Provincial Party Committee and the Provincial Steering Committee have promptly directed the review of Resolution 18 and the development of a plan for restructuring and streamlining the organizational apparatus of the entire political system in the province. In particular, within the government sector, many provincial departments, agencies, and public service units, as well as departments and units in districts, towns, and cities, must be reorganized; this involves both mergers and consolidations, while simultaneously streamlining internal structures to ensure efficiency and effectiveness.
Under the direction of the Provincial Party Standing Committee and the Party Committee of the Provincial People's Committee, the Provincial People's Committee reported to the Provincial Steering Committee on the plan for restructuring provincial departments and agencies, and guided the People's Committees of districts, towns, and cities in developing their own restructuring plans. The general spirit is to implement the plan decisively and thoroughly. Agencies and units with similar functions and tasks will be restructured to eliminate overlapping functions and tasks; with the principle that one agency or unit performs many tasks, but one task is assigned to only one unit to lead and be responsible for. Only in this way can the apparatus be effective and efficient.
The stated goal is to reduce the internal organizational structure of departments and agencies by at least 15-20%. Therefore, not only the agencies, units, departments, and sectors subject to restructuring and mergers will implement this and be linked to reducing their internal apparatus; but units and localities not included in this restructuring phase must also resolutely implement streamlining and personnel reduction.
It must be said that streamlining the administrative apparatus and reducing the workforce is a very heavy, sensitive, and complex task; many things must be completed with urgency as directed by the Central Government. However, this is also an opportunity for the provincial authorities at all levels to operate more efficiently and effectively, contributing to the successful implementation of the Provincial Planning as well as the conclusions of the Prime Minister in the coming period.
* As you mentioned, Quang Nam will resolutely implement organizational restructuring in the coming period; and to effectively carry out this task, ideological work must be prioritized, Comrade?

Reorganizing the administrative apparatus directly involves people. This is a difficult, complex, and sensitive issue; but for the sake of development, we must do it, and it is not impossible. That is why the Provincial Party Standing Committee and the Provincial People's Committee have determined that ideological work must be prioritized. Every cadre, Party member, civil servant, and public employee must deeply understand this extremely important task and recognize it as an inevitable trend.
Along with raising awareness and creating high consensus among cadres, Party members, civil servants, and public employees, the Provincial People's Committee pays special attention to the human factor in the process of reorganizing and streamlining the organizational structure and reducing the workforce. The workforce reduction must be carried out fairly, objectively, transparently, for the common good, and to avoid negative thoughts within the organization. In other words, those with weak capabilities who cannot perform their duties must be resolutely reduced, but at the same time, capable and well-thinking individuals must be retained within the political system. The goal is to make the system lean but strong, not to retain incompetent individuals for personal or parochial interests while neglecting talented ones. The ultimate aim of reorganizing and restructuring the apparatus is to select and retain individuals with both virtue and talent within the system.
In addition, there needs to be appropriate policies for those subject to downsizing. Besides the central government's policies, the Provincial People's Committee will advise the Provincial Party Standing Committee and the Provincial People's Council to allocate a provincial budget to provide additional support for those who retire early or resign immediately due to restructuring. This support will encourage downsizing officials to feel secure, knowing that once they are no longer working in the state apparatus, they will have the opportunity to find another suitable job. I think this is necessary!

Along with streamlining and reorganizing the organizational structure, from the central to local levels, it is necessary to focus on reviewing and perfecting working regulations, clearly defining the functions, tasks, and organizational structure of agencies within the political system. Effective decentralization and delegation of power are crucial to ensure efficient and timely handling of tasks, reduce intermediate organizational layers, and thoroughly address duplication and overlap of functions and responsibilities.
Another issue is that mergers and streamlining of the apparatus greatly affect the morale, feelings, and rights of each official and Party member, thus requiring utmost caution. Recognizing the importance of proactive communication, the Tam Ky City Party Committee seriously organized the study and dissemination of the Central Committee's directives at a nationwide online conference connecting 14 locations, with over 800 key officials from the city and grassroots levels participating. As assessed by the Central Government, the local reality reveals an overly cumbersome political system with numerous intermediate layers and even overlapping functions and responsibilities. Many agencies are entrusted with authority but lack clear responsibilities, leading to a tendency to shift blame when problems arise. Some agencies are overwhelmed with work, while others have nothing to do, resulting in wasted human resources and budget allocated for salaries.
As this is a revolution to streamline the organizational structure of the political system, the core issue, and the top priority, is to do a good job of political and ideological education. If in the revolution for national liberation and reunification we sacrificed our lives and blood, then in this revolution many comrades must also accept sacrificing their personal interests.
