The Bai Vot - Ham Nghi section of the expressway passing through Kim Song Truong commune is currently under construction.

The Thang Long Project Management Board ( Ministry of Transport ) – the investor of the North-South Expressway Eastern section, phase 2021-2025, specifically the Bai Vot – Ham Nghi section – is currently assigning the design consultant to consider adding a pedestrian underpass at Km483+966 on the expressway section passing through Tan Phuc village, Kim Song Truong commune, Can Loc district.

Previously, residents of Tan Phuc village and the Kim Song Truong commune authorities petitioned the Provincial People's Committee, the Thang Long Project Management Board, and other relevant agencies and units to add more underpasses on the North-South expressway section passing through their area to facilitate agricultural production and visits to graves.

The reason is that the road that 100 households in Tan Phuc village usually use for farming, burying the dead, and visiting graves has been cut off by the expressway. This has caused considerable inconvenience for the villagers, while most of their agricultural land and graves are located on the other side of the expressway.

The villagers of Tan Phuc hamlet proposed adding an underpass at this location to facilitate agricultural production and visiting graves.

According to Le Anh Son, Deputy Director of the Ha Tinh Department of Transport: Following the direction of the Provincial People's Committee, the unit has coordinated with the Thang Long Project Management Board, local authorities, and relevant units to inspect, resolve, and respond to the petition of citizens in Phuc Tan village, Kim Song Truong commune.

Following an on-site inspection, the parties agreed to add an underpass at Km483+966 on the Bai Vot – Ham Nghi section of the expressway, with a width of 4m and a clearance height of approximately 2m. The Thang Long Project Management Board is responsible for carrying out the necessary procedures for implementation.

According to information from the Thang Long Project Management Board, the cost of adding only underpasses would not be excessive. However, if technical changes are necessary (raising the road level with the underpasses, expanding the land acquisition area, increasing the volume of embankment work, etc.), the total investment will increase significantly. Currently, the investor is requesting the consulting unit to study the addition of underpasses without raising the highway embankment.
