On May 29, the National Assembly discussed all day the supplementary assessment of the results of the implementation of the socio-economic development plan and the state budget in 2023; the implementation of the socio-economic development plan and the state budget in the first months of 2024; the results of the implementation of national gender equality goals in 2023; and the work of practicing thrift and combating waste in 2023.
Deputy Tran Kim Yen, Chairwoman of the Vietnam Fatherland Front Committee of Ho Chi Minh City, said that the Government's report and the Social Committee's verification report showed that the implementation of national gender equality goals has achieved many positive results. The legal system on gender equality is increasingly being improved, synchronized, and suitable to the context of socio-economic development and the trend of international integration of the country.
According to Ms. Yen, the equal rights and opportunities of women and men, vulnerable groups such as pregnant women, children, people with disabilities, the elderly, ethnic minorities and mountainous areas are concerned and reflected in laws, strategies, programs and projects to achieve the goal of leaving no one behind.
In addition to the contents with very clear changes, creating a positive change in the awareness and concept of society about women, the role of women, and female cadres, Ms. Yen assessed that there are still many limitations and shortcomings that have been pointed out. That is, the regular funding sources of ministries, branches, and localities for gender equality work in general, and for the implementation of the national strategy on gender equality in particular, are still modest. Many ministries, branches, and localities have not yet allocated budgets for this content.
Not to mention, training and fostering on gender equality is of interest, but the majority of participants are female cadres, specialists and employees. The proportion of male cadres, especially male leaders, is very rare, so the absorption and implementation of this content is still limited.
Some relevant ministries, branches and agencies have not yet issued instructions or have not yet reported data, so information cannot be collected. 27/35 indicators only collect partial data. Many indicators only collect partial data. Thus, the overall assessment of socio-economic development has not been fully reflected.
From the limitations and shortcomings pointed out along with the forecasts that Vietnam is entering the period of population aging, it is forecasted that by 2036, it will enter the period of aging population, aging society. Female workers still account for the majority of the labor force working in simple, unsustainable positions, with the risk of losing their jobs or problems with birth rates, Ms. Yen suggested that the Government should pay attention and give strong direction to have regulations on information collection of statistical indicators in the national statistical reporting regime. Ministries and branches need to have specific instructions with specific indicators. Inappropriate and unverified indicators should be removed from the program to ensure effectiveness and feasibility.
The Government, ministries, branches and localities need to pay attention to allocating reasonable funding to ensure smooth implementation of gender equality tasks in socio-economic development programs, plans and projects.
“The training and development of cadres in general and cadres working on gender equality in particular need to be given more attention, and female cadres should be arranged to be close to the planned positions to ensure resources for female leadership positions. It is necessary to ensure quotas to create equal opportunities for women and men,” said Ms. Yen.
Ms. Yen quoted the statement of Ms. Ton Nu Thi Ninh, former Vice President of the Vietnam Peace Committee, former Ambassador of Vietnam to the EU and Belgium to clarify her statement: “Gender equality is not simply the right of women, but the common right of a country that wants to develop sustainably. Because if a country only uses half of its population, and cannot fully and maximally promote the capacity of everyone, every citizen, regardless of gender, it is a pity.”
