Full text of the Joint Statement on the establishment of the Vietnam-Algeria Strategic Partnership

Within the framework of Prime Minister Pham Minh Chinh's official visit to Algeria, the two sides issued a Joint Statement on establishing a strategic partnership between the Democratic Republic of Algeria and the Socialist Republic of Vietnam.

During his official visit to Algeria on November 19, Prime Minister Pham Minh Chinh held talks with Algerian Prime Minister Sifi Ghrieb and agreed to upgrade bilateral relations.

Afterwards, the two sides issued a Joint Statement on upgrading Vietnam-Algeria relations to a Strategic Partnership.

Vietnam News Agency (VNA) respectfully introduces the content of the Joint Statement:

1. Since the establishment of diplomatic relations in 1962, the Socialist Republic of Vietnam and the People's Democratic Republic of Algeria have fostered a traditional relationship and good friendship and cooperation in many fields, built on the sympathy in the history of the struggle for national independence, reinforced by political trust and expanded by the solidarity, cooperation, support and mutual assistance between the two countries for many decades.

2. On the occasion of the official visit of Prime Minister of the Socialist Republic of Vietnam Pham Minh Chinh to the Democratic and People's Republic of Algeria from November 18-20, 2025 at the invitation of Prime Minister of the Democratic and People's Republic of Algeria Sifi Ghrieb, the two sides agreed to upgrade the bilateral relationship to a Strategic Partnership in accordance with the clear vision and common will of the two countries' senior leaders.

3. The new framework reflects the stature of the bilateral relationship in the new era on both bilateral and multilateral levels; expands the scope of cooperation in a more comprehensive, substantive and effective manner in all fields; strengthens and consolidates existing cooperation mechanisms, as well as promotes the formation of new mechanisms to deepen cooperation between the two countries on the basis of respect for international law, independence, sovereignty, territorial integrity and political systems of each side.

4. To realize the vision of the Strategic Partnership, the two countries agreed to promote cooperation in the following key areas:

I. POLITICAL, DIPLOMATIC, SECURITY AND DEFENSE COOPERATION

The two sides agreed to further strengthen delegation exchanges and contacts at all levels, especially high-level delegations, to consolidate political cooperation and enhance mutual understanding, continue to promote and improve the effectiveness of existing mechanisms such as the Intergovernmental Committee and Political Consultation; at the same time, research and promote the establishment of cooperation subcommittees in specialized fields of mutual interest, especially investment, energy, industry, agriculture, digital transformation, etc.

6. The two sides agreed to strengthen cooperation in the fields of defense, security, law and justice in accordance with the needs and capabilities of each country, ensuring independence, sovereignty and territorial integrity of each country and contributing to maintaining a peaceful and cooperative environment in the two regions and in the world. The two sides also increased cooperation and shared experiences in dealing with non-traditional security threats.

7. The two sides stressed the importance of maintaining peace, stability and prosperity in Asia, Africa and globally, on the basis of full respect for the United Nations Charter and compliance with international law. The two sides affirmed their support for multilateralism and will continue to cooperate closely in international and regional organizations, promote the reform of the global governance system towards fairness and effectiveness, promote the realization of the aspirations of developing countries, as well as support Southern countries to unify their voices and play an increasingly larger role in the international arena.

8. The two sides support the central role of the Association of Southeast Asian Nations (ASEAN) and the African Union (AU) and agree to contribute to promoting cooperation between Asian and African countries and South-South cooperation. Vietnam welcomes Algeria's accession to the Treaty of Amity and Cooperation in Southeast Asia (TAC) in July 2025 and supports Algeria's desire to become a sectoral dialogue partner of ASEAN, affirming its support for strengthening cooperation between Algeria, ASEAN and member states, especially in areas of mutual interest, in line with the potential and strengths of each country. For its part, Algeria supports Vietnam in strengthening cooperation and making practical contributions to the implementation of the AU's Agenda 2063.

II. ECONOMIC-TRADE-INVESTMENT COOPERATION

9. The two sides emphasized their determination to further promote cooperation in the fields of economics, trade and investment, considering this an important pillar, a driving force for the framework of the Strategic Partnership. The two countries agreed to step up trade promotion, diversify and increase the exchange of key products such as agricultural products, seafood, textiles, footwear, consumer goods, electrical and electronic equipment, construction materials, oil and gas, ores and minerals of all kinds, fertilizers, etc.

Within the framework of a common commitment to further strengthen economic and trade relations, the two sides announced their desire to initiate negotiations towards the conclusion of a preferential trade agreement, with the aim of gradually eliminating tariff and non-tariff barriers and promoting bilateral trade in a list of products to be determined later.

The two sides will soon study the direction that this Agreement will be built on the basis of respecting current international standards and global trade principles, while taking into account the socio-economic characteristics of each side.

In addition, the two sides agreed to establish a Working Group on Algeria-Vietnam Business Cooperation, comprising representatives of the public and private sectors, as a strategic basis for dialogue, identifying opportunities and removing obstacles; This Council will be established within three months from the date the two sides adopted this Joint Statement and will meet at least once a year, alternating in the two countries.

10. The two sides encourage businesses to strengthen connections, seek investment opportunities and cooperate in production to exploit the complementary potential of the two economies. To achieve this goal, the Algerian side encourages Vietnamese companies to register and use the “Cooperation Exchange” platform developed by the Algerian Investment Promotion Agency, an interactive tool that allows connections between economic actors and project developers looking for partnerships in Algeria.

The two sides pledged to promote a favorable, transparent, fair and non-discriminatory trade and investment environment; and increase business meetings and exchanges.

The two sides acknowledged the importance of financial cooperation in promoting sustainable economic and trade relations, and encouraged the sharing of knowledge and experience in the banking and financial sectors.

The two sides reiterated that the Maritime Cooperation Agreement signed on February 28, 2011 between the two countries is a solid foundation for developing maritime exchanges, seaports and logistics, and expressed their desire to strengthen the implementation of this Agreement through coordinated measures for the common interests of both sides.

The two sides also agreed to expand cooperation to other transport sectors, especially aviation, towards signing a bilateral agreement on establishing direct flights between the two countries, thereby enhancing connectivity, promoting tourist flows and trade exchanges between North Africa and Southeast Asia.

The two sides also agreed to develop technical and institutional cooperation in transport sub-sectors, including human resource training and digitalization to facilitate logistics work.

11. The two sides highly appreciated the continuous cooperation over the past two decades between the two national oil and gas groups Sonatrach and PetroVietnam, and encouraged both sides to continue to seek all opportunities and measures to strengthen and promote cooperation, especially through the implementation of new joint projects in the field of oil and gas exploration and exploitation, for the common interests of both sides, thereby contributing to expanding the areas of partnership and cooperation to other sectors such as refining and petrochemicals.

The two sides also agreed to study the possibility of developing strategic cooperation projects in the mining sector, considering the great potential of this sector.

12. The two sides encourage businesses to exchange bilaterally and explore investment opportunities in priority areas in each country such as oil and gas cooperation, infrastructure, innovation, information technology, digital transformation and energy transformation, industry and agriculture.

The two sides agreed to promote dialogue between the investment promotion agencies of the two countries to review common interests and identify specific directions for cooperation.

III. COOPERATION IN AGRICULTURE-ENVIRONMENT, HOUSING, SCIENCE-TECHNOLOGY, INNOVATION AND DIGITAL TRANSFORMATION

13. The two sides agreed to promote bilateral and multilateral cooperation in the agricultural sector; increase the sharing of development experience and agricultural techniques, especially in the fields of sustainable agricultural development, environmental resource management and climate change response.

The two sides agreed to strengthen cooperation in agricultural production and encourage Vietnam to invest in developing agricultural complexes in Algeria with the participation of businesses from both countries, contributing to ensuring food security for Algeria and the region.

14. The two sides agreed to promote cooperation in the fields of science and technology, digital transformation, innovation and create favorable conditions for businesses of both sides to connect, exchange and cooperate in these fields. Algeria is ready to create conditions for Vietnamese businesses to participate in digital transformation projects of Algerian agencies and localities.

In that context, the two sides encouraged increased exchange of experience, good practices and development of partnerships in the fields of telecommunications, digital infrastructure and the private sector, especially in next-generation networks, data centers, smart postal services and artificial intelligence, to support the development and modernization of telecommunications networks and services.

15. Recognizing the potential for bilateral cooperation in the Halal industry, based on its capacity and experience, Algeria is ready to support Vietnam through sharing technical and management experience, training human resources and cooperating in recognizing each other's Halal certificates, contributing to the development of the Halal ecosystem in Vietnam, serving the global supply and distribution chain, including Algeria.

16. The two sides pledged to strengthen cooperation in the fields of housing, urban planning, urban management and territorial planning. This cooperation includes exchanging information and experience on legal frameworks and construction techniques; mobilizing experts to enhance technical capacity; organizing training courses for professional staff; developing partnerships between research centers to reduce natural disaster risks; as well as promoting technical and scientific cooperation between agencies and organizations of the two countries in the field of building new urban centers.

IV. CULTURAL COOPERATION, EDUCATION AND TRAINING, PEOPLE-TO-PEOPLE EXCHANGE AND LOCAL COOPERATION

17. The two sides agreed to promote partnership and cooperation between businesses, and coordinate the organization of sports, cultural, artistic and people-to-people exchange activities to strengthen friendship and enhance mutual understanding.

18. The two sides agreed to promote cooperation in education and training and higher education, increase the exchange of experts in the field of education and connect training and research institutions of the two countries, as well as exchange expertise and good practices in the fields of education, teaching and academia.

The two sides affirmed their common commitment to strengthening cooperation in the field of archives; encouraging the sharing of experiences in the fields of document management, preservation, digitization and exchange of archival documents, as well as promoting the value of historical documents related to the relationship between the two countries.

19. The two sides expressed their wish to strengthen cooperation between localities with similarities in economy, geography and culture, and to implement exchange and cooperation programs between Dien Bien province of Vietnam and Batna province of Algeria to enhance understanding, exploit complementary strengths, bring practical benefits and strengthen the friendship between Vietnam and Algeria.

20. The two sides agreed to promote the initiation of negotiations on a visa exemption agreement for ordinary passport holders of the two countries to encourage and facilitate people-to-people exchanges, tourism, economic cooperation and investment between the two sides.

21. The two sides created favorable conditions for the Vietnamese community and businesses in Algeria and Algerian citizens and businesses living and doing business in Vietnam, creating conditions for them to continue to make positive contributions to the traditional friendship and cooperation between the two countries.

This Joint Declaration was made in Algiers, on November 20, 2025, in (2 (two) originals in the Vietnamese and Arabic languages, each being equally authentic./.
