In order to promote digital transformation, raise awareness and digital skills for people, and help people access online public services more easily and conveniently, many localities in Hanoi have actively deployed the model of "Mobile Digital Literacy" to residential groups.
This is also one of the solutions to concretize the spirit of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology development, innovation and national digital transformation of the Hanoi Party Committee on promoting the application of information technology and developing digital government.
Direct support for thousands of people
Recently, at the Cultural Houses of the residential groups Thuong 2, Trung 6, Ha 9, Nguyen Xa 2, Phuc Ly 2, Ngoa Long 2 (Tay Tuu ward, Hanoi), thousands of people have been supported and guided on how to declare and submit administrative procedure documents on the National Public Service Portal, install and use VNeID, iHanoi, Etax mobile, VssID, the "Digital Education for All" platform...
With the initiative of deploying 6 "Mobile Digital Education" points right in residential groups, many online public service records have been successfully implemented.
Most people know how to look up information and submit applications online.
Ms. Nguyen Thi Deu (79 years old), residing in Thuong 1 Residential Group, Tay Tuu Ward, learned how to use a smartphone to access applications with the guidance of Tay Tuu Ward officials.
Ms. Deu said that thanks to the meticulous and patient instructions of the ward officials and the young people, she learned how to look up social insurance information via VssID right at home without having to go there, saving time and effort.
Mr. Nguyen Manh Tuong (Residential Group 15, Tay Tuu Ward) is also a typical example of the spirit of learning and pioneering in applying digital technology . Although he is 83 years old, he is still clear-headed, agile, and proficient in using smartphones.
He also enthusiastically participated in the "Mobile Digital Literacy" training class to both master how to use the application for himself and volunteer to be a "digital transformation ambassador" to support and guide other elderly people.
The task of popularizing digital skills has also been vigorously implemented by Phuc Thinh commune (Hanoi). The commune organized training for 98 civil servants and non-professional activists, women's union members on duty at mobile points; trained 280 delegates of the core force of the Community Digital Transformation Team; and deployed training for 402 delegates in the grassroots political system.
The training content focused on logging in and submitting documents on the National Public Service Portal; VNeID operations (account recovery, device/phone number change, personal digital signature on VNeID); installation and use of eTax Mobile, iHanoi; the entire online public service process. Core members of 40 community digital transformation teams supported 594 installations of essential applications, 83 citizens received individual support when facing difficulties in using online public services.
Phuc Thinh Commune also arranged 40 mobile “Digital Education for the People” points at cultural houses and community activity points. All 40 points are installed with high-speed wifi to serve the application submission and direct guidance.
In just the first two months of operation, 2,655 public service records were received online. In the third quarter of 2025 alone, the commune had 7,413 online records (reaching 90.9%), of which 1,079 records were completely online (reaching 13.2%).
The whole commune has 22,609 households installing and using information technology applications to serve life; 594 essential application installations at support points (eTax Mobile, iHanoi, VNeID, VssID...)...
Mr. Dang Viet Ha, Head of the Department of Culture and Society of Phuc Thinh commune, said that the commune has organized a number of models to serve digital transformation work, which have initially brought about clear results.
These are models such as "Each citizen - a digital identity", "Youth volunteers supporting digital skills", "Digital family - digital village, hamlet", "Digital school - students supporting parents in digital operations"...
The “Mobile Digital Literacy” model has received positive responses from the people in the commune. Experts are ready to answer all questions from the people in a detailed and meticulous manner, ensuring that all people understand the basic operations.
Scaling up support activities
According to Vice Chairman of Tay Tuu Ward People's Committee Nguyen Sy Thang, the ward's "Mobile Digital Literacy" peak period was deployed synchronously throughout residential groups.
The ward determined that going to the people's places to guide them would bring more practical results. Many elderly people were previously reluctant to use technology, but when given careful guidance, they were very excited to learn. In particular, applications related to National Public Services and cashless payments received great attention.
In addition to instructions on using practical applications such as VNeID, iHanoi, and the National Public Service Portal, the program also introduces the "Digital Popular Education" platform - an open data warehouse that helps people easily look up digital learning materials, learn about artificial intelligence (AI), data security, or register for electronic services.
With a creative approach, bringing technology to every street corner and household, the program contributes to forming the habit of using online public services and cashless payments, aiming at the goal of building e-government and digital society from the grassroots.
“In the coming time, the ward will continue to expand the model, improve the quality of classes, and gradually form “digital citizens” right from the residential community, marking a pioneering step in the process of building a 2-level e-government model in the capital,” said Mr. Nguyen Sy Thang.
To help people access more easily, Tay Tuu ward also distributes "Tay Tuu Digital Handbook", supports digital signature registration, gives away free 5G SIM cards, and guides people to follow the ward's official information channels such as Zalo OA, Fanpage, YouTube to promptly update policies, activities, and content on digital transformation.
Through the deployment of 6 "Mobile Digital Literacy" points, Tay Tuu ward has more than 1,000 people participating in activities to access knowledge, skills and apply digital transformation in residential groups; giving away over 500 free 5G SIM cards to people, helping to encourage the habit of accessing and using the Internet in life and work.
Reviewing some difficulties such as large workload, multi-layer synchronization requirements from infrastructure, platform, data, information security, while the newly arranged commune needs time to standardize processes, data and interconnection coordination; a part of the people (elderly, disadvantaged households) have limited digital skills, need mobile "Digital Education for the People" support points and direct guidance to access online public services, electronic identification..., Mr. Dang Viet Ha, Head of the Department of Culture - Society of Phuc Thinh commune said: Although there are many difficulties and challenges, the commune's officials and specialists always determine to be persistent, tenacious, and determined to promote digital transformation support activities. The commune considers this the key to improving the quality of service to the people, promoting the digital economy and digital society, contributing to realizing the goal of building a professional, honest administration that works for the people and businesses.
“In the context of strong digital transformation, the need to improve digital capacity and digital skills of cadres, civil servants, public employees, workers and people is increasingly urgent. In particular, changing people's awareness from thinking that online administrative procedures are far-fetched and a burden to becoming familiar, easy and convenient needs to be implemented first,” Mr. Dang Viet Ha shared.
On November 14, at the Conference to evaluate the progress of implementing key tasks on science and technology, innovation and digital transformation organized by the Steering Committee 57 of the Hanoi Party Committee in the form of direct and online connection to the connecting points of departments, branches, communes, wards, Party Committees under the City Party Committee, Vietnam Fatherland Front of the city, with the participation of 3,152 delegates at 212 connecting points, Politburo member, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc said that according to the calculation of the General Statistics Office, the GDP of the science and technology - innovation and digital transformation group in the first 3 quarters of the year nationwide reached 16.3%.
In Hanoi alone, this index reached 16.9%, higher than the general level. Thus, it can be affirmed that the implementation of the 7 key task groups of Resolution 57 is on the right track, in line with the direction of the Central Government.
Pointing out the bottlenecks and limitations in implementing Resolution 57, Hanoi Party Secretary Nguyen Duy Ngoc requested that the entire political system not be subjective, look directly at reality to overcome, self-dissect, rectify, not beat around the bush, not push things away.
With the spirit of "Hanoi does what it says - does it quickly, does it correctly, does it effectively, does it to the end", with the efforts and determination from the city to the grassroots, bottlenecks will be removed, bottlenecks will be cleared, towards building a modern capital, serving the needs of the people better and better./.
