Right at the time of heavy rain and rising water levels on November 19, Provincial Party Secretary Luong Nguyen Minh Triet and his delegation braved the rain to inspect Tuy An Bac commune - where 20/20 villages were affected and more than 16,000 people were flooded.
Here, many roads such as National Highway 1 to Ganh Da Dia were flooded 2 meters deep, and villages were completely cut off. Provincial Party Secretary Luong Nguyen Minh Triet directed forces, units, and localities to urgently evacuate and rescue people in flooded areas, with people's safety being the top priority.
The Provincial Party Secretary emphasized: Currently, the flood situation is very complicated, the province has directed the mobilization of all military and police forces, mobilized assistance from Military Region V and support from Khanh Hoa and Gia Lai provinces, especially canoes to have means to rescue people in flooded areas.

Then, on November 21, Standing Deputy Secretary of the Provincial Party Committee Cao Thi Hoa An directly led a working group to transport essential supplies to people in Tay Hoa, Hoa Thinh and Hoa My communes. Faced with the situation of Hoa Thinh commune being completely isolated and extremely difficult to access, the Standing Deputy Secretary directed the establishment of a relief checkpoint in Phu Thuan village (Hoa My commune), mobilizing nearly 10 canoes and motorboats to bring goods to the flooded area, preventing people from going hungry or thirsty.

Also on November 21, Deputy Secretary of the Provincial Party Committee Do Huu Huy was present at Ea Trang commune to inspect the serious landslide situation in the area of Phuong Hoang Pass and National Highway 26. Faced with the situation of rock and soil filling causing traffic congestion and the risk of landslides threatening households in Ea Boa and Ea Bra villages, he directed the forces to coordinate in timely handling, initially clearing the route and resolutely requesting the evacuation of people from the danger zone.

Comrade Huynh Thi Chien Hoa, Deputy Secretary of the Provincial Party Committee, directly directed the work of flood prevention and control, overcoming the consequences of floods in Dray Bhang commune. After directly surveying the areas severely flooded, the residential areas isolated by floods, Deputy Secretary of the Provincial Party Committee Huynh Thi Chien Hoa requested the Dray Bhang commune Party Committee, local authorities and functional forces to continue to thoroughly implement the motto "human life is above all", not to let any household be isolated, lack food, water or fall into dangerous situations without timely support.
“Villages and hamlets must review all households in deep flooded areas and areas at risk of landslides; proactively mobilize and resolutely evacuate people if they hesitate, to avoid unfortunate losses,” emphasized comrade Huynh Thi Chien Hoa.
Thoroughly implementing the directive spirit in Official Dispatch No. 246-CV/TU dated November 20, 2025 of the Provincial Party Committee Standing Committee and the directive documents of the Provincial People's Committee, the whole province determined that the task of ensuring the safety of people's lives is the top priority. In the face of the heavy devastation caused by the historic flood, the entire political system has been activated at the highest level to minimize damage and support the people.

During the field inspections, Provincial Party Secretary Luong Nguyen Minh Triet emphasized the need for localities to proactively organize on-site rescue and mobilize maximum means of people to evacuate people from dangerous areas. For isolated areas, the province has mobilized all food reserves and called for support sources to distribute to people. This directive was also firmly affirmed by Standing Deputy Secretary of the Provincial Party Committee Cao Thi Hoa An: "Do not let people in flood-affected areas go hungry or thirsty under any circumstances."

Implementing the direction of the Provincial Party Committee and People's Committee, the functional forces have drastically deployed response measures: The Provincial Military Command has mobilized more than 12,300 officers and soldiers along with hundreds of specialized vehicles, canoes, and motorboats to evacuate people and provide relief. The Provincial Police, the Border Guard Command, with the support of the Khanh Hoa Provincial Military Command and the 305th Infantry Division, have sent thousands of officers and vehicles to ensure security and order and support people in flooded areas. The functional forces have coordinated with local authorities to rescue and urgently evacuate more than 18,000 households to safety.
According to the Fire Fighting and Rescue Team (CNCH) of Region 10 (Fire Fighting and Rescue Police Department, Dak Lak Provincial Police), the unit mobilized maximum forces and vehicles, working through the night to reach isolated areas to bring people to safety.

However, the rescue work encountered numerous difficulties due to the fragmented terrain and strong currents. At some deeply flooded areas such as the local pagoda area, motor vehicles such as canoes could not directly access through the gate. In the urgent situation, the rescuers did not hesitate to take the risk, directly swimming a distance of nearly 70 meters to reach the target, setting up a system of anchor cables, then using specialized buoys to bring each person out of the danger zone.
Ms. Ha Thi Phung, (65 years old, living in Thong Ben Cui, old Hoa Dong commune) was just brought out by the rescue team from the deep flooded area. She emotionally said: Seeing the water rising, she ran out to the cow farm to check the situation, but the flood rose so quickly that she got stuck and had to climb up a nearby royal poinciana tree for 3 days. Luckily, the rescue team found her and brought her out safely.
The Provincial People's Committee has directed the Department of Industry and Trade to contact suppliers and distributors to receive necessities to help people. As of 6:00 a.m. on November 22, the authorities have delivered to 34/34 communes and wards in the Eastern region the following goods: 32,858 boxes of noodles; 5,916 boxes of drinking water; 7,484 boxes of milk, more than 11,000 boxes of fish and thousands of medicines and medical supplies.

In addition, the Provincial Vietnam Fatherland Front Committee also received and promptly supported 6,000 cartons of milk; 1,000 cartons of candy and more than 14,000 fast food meals for people in flood-affected areas.
The Department of Health has transferred and distributed 1,170 medical bags; activated 3 mobile anti-epidemic teams with 4 people/team and 12 staff to accompany the Police and Army to the withdrawal points to spray and disinfect (200 kg of chemicals); prepared 3 ambulances and 12 personnel ready to transport patients.
In particular, the provincial leaders visited and encouraged households that had lost people due to floods to share the great loss that the families are suffering. At the same time, they requested local authorities, associations and unions to continue to pay attention and support, especially in stabilizing housing, caring for people's lives and helping people overcome the damage. This is a task that needs to be implemented regularly and promptly so that people in flood-affected areas can soon stabilize their lives.

Currently, flood water in the Eastern region (areas of Song Hinh, old Tuy An) is starting to recede slowly, however, there are still 6 communes and wards deeply flooded, all forces are focusing on response deployment, especially communes in the Ba River basin, Ban Thach River such as: Phu Hoa 1, Phu Hoa 2, Dong Hoa ward, Hoa Xuan commune, Hoa Thinh commune, Hoa My commune.
Dak Lak is mobilizing the maximum force of the army, police and other forces; using all means to immediately access deeply flooded and isolated residential areas to support the people. At the same time, fully prepare food, provisions (especially dry food), drinking water, medicine, absolutely do not let people go hungry, thirsty, have no shelter or lack warm clothes.

At the same time, the province requested units to urgently fix problems with electricity, water, telecommunications and key traffic routes to serve the command, management and relief work. The health sector mobilized maximum human resources, materials and medicines to examine and treat people, giving top priority to medical facilities in the Eastern region. Immediately after the flood receded, environmental sanitation, disinfection and guidance for people to treat domestic water sources to prevent epidemics. The Agriculture and Environment sector proactively prepared capital, seeds and materials to support people to restore production and stabilize their lives immediately after the flood receded.

The Provincial Party Standing Committee requested that communes and wards in the western region (less affected) not be negligent or subjective, and at the same time be ready to provide human and material resources to support people in the eastern communes and wards to overcome the consequences of natural disasters.
