Regarding the operation of registration centers, Minister of Transport Nguyen Van Thang informed that only registration centers in Bac Kan and Hoa Binh provinces have not yet reopened, while other centers in the country are basically operating normally.

Referring to the issue of staff shortage affecting the operation of the Registration Centers, Minister Nguyen Van Thang worked with the Secretary of the Hoa Binh Provincial Party Committee and leaders of the Department of Transport. Specifically, the Ministry has supported localities to train people on the spot around entrance exams and certification and will soon return to operations.

At the same time, Minister Nguyen Van Thang also acknowledged the fact that, to recruit a registrar takes a lot of time and goes through many stages of training to be able to issue a certificate. If the process is right, training a surveyor takes a year and this is a dilemma.

Therefore, when the incident related to the registration activities happened in the past time, the Ministry of Transport handled the situation at the request of the Ministry of Public Security and the Ministry of National Defense to support the registry force, and even had to invite the newly retired and healthy registrars to return to work. On the other hand, mobilize the registrar to work overtime, without public holidays and Tet.

Recruit more registrars, proceed to online registration

At this point, Minister Nguyen Van Thang said that the Ministry of Transport plans to submit to the Prime Minister to adjust the registration regulations, it is not necessary for a registration line to have 3 registrars, thereby helping to have more human resources (currently, the Vietnam Register has recruited 350 registrars).

According to Minister Nguyen Van Thang, for the registration centers to return to normal operation, there are 3 more things to do; in which to make adjustments to the financial mechanism. Currently, the Ministry of Transport has coordinated with the Ministry of Finance to remove the registration price from the provisions of the Law in order to ensure income for the registrars and, importantly, to let the market decide.

In addition, continuing to recruit and train registry staff to have enough force to operate the registration line and reopen the centers as well as reduce pressure on registration activities by extending the registration cycle.

In addition, promoting the application of information technology in registration activities such as: Online registration for registration, payment by transfer, etc., ensuring the correct date and time, vehicle owners come for registration, do not have to queue, saving time and effort of people and businesses. 

“We are continuing to focus strongly on recruiting and training registrars, so that within the next 3 months, we will have enough force to re-arrange all registration centers; so that all the registration lines when there are enough human resources will return to normal operation, along with the adjustment of the registration periods, so we are not under pressure anymore," said Minister Nguyen Van Thang.

On the other hand, Minister Nguyen Van Thang also said: "We are applying information technology to strictly control and minimize manual inspection, and at the same time carry out online registration and transfer payment."

"We act like foreigners, on the right date and time, the vehicle owner will bring the vehicle, not having to queue like before," Minister Nguyen Van Thang said.
