The Ministry of Health proposes establishing two new departments.

The Ministry of Health proposes retaining many departments and bureaus and establishing two new bureaus: the Health Insurance Bureau and the Information Technology - Digital Transformation Bureau, based on the reorganization of existing units.

According to the draft decree on the functions, tasks, and organizational structure of the Ministry of Health, which is currently being reviewed by the Ministry of Justice , the Ministry of Health proposes reorganizing the Health Insurance Department into the Health Insurance Bureau; and the National Health Information Center into the Information Technology and Digital Transformation Bureau.

The Ministry of Health stated that the health insurance sector is facing many new challenges related to policy development, ensuring fund balance, and strengthening the capacity for health insurance-covered medical examinations and treatments. Meanwhile, the digital transformation of healthcare currently involves overlapping efforts among different units, requiring a unified management and implementation authority.

Therefore, the Ministry of Health recognized the need to establish two departmental-level organizations to meet these new tasks.

The draft also proposes abolishing the Ministry Inspectorate as stipulated in the 2025 Inspection Law.

Accordingly, the draft outlines 19 units under the Ministry of Health, including the Department of Organization and Personnel; the Department of Planning and Finance; the Department of Legal Affairs; the Department of International Cooperation; the Ministry's Office; the Department of Health Insurance; the Department of Information Technology and Digital Transformation; the Department of Medical Examination and Treatment Management; the Department of Traditional Medicine and Pharmacy Management; the Department of Pharmaceutical Management; the Department of Food Safety; the Department of Medical Infrastructure and Equipment; the Department of Science, Technology and Training; the Department of Population; the Department of Disease Prevention; the Department of Maternal and Child Health; the Department of Social Protection; the Institute of Health Strategy and Policy; and the Health and Life newspaper.

Among the departments of the Ministry of Health, only the Ministry of Health proposed that the Planning and Finance Department have 3 divisions.

The departments and bureaus that assist the Minister in performing the functions of state management; the Institute of Health Strategy and Policy; and the Health and Life newspaper are public service units serving the state management functions of the Ministry of Health.

The Minister of Health will submit to the Prime Minister a list of other public service units under the Ministry's direct control, as stipulated by regulations.

The Minister of Health issues a decision stipulating the functions, duties, powers, and organizational structure of organizations and units under the Ministry of Health.
