On September 29, the Ministry of Health informed that it had sent a telegram to the Department of Health of the following provinces and cities: Hue, Quang Tri, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Hung Yen, Phu Tho, Son La, Lao Cai, Tuyen Quang, Lai Chau, Dien Bien and the provinces affected by storm No. 10 to focus on overcoming the consequences of storm No. 10 and responding to floods after the storm.
The Department of Health of provinces and cities in the areas affected by storms and floods urgently directs medical examination and treatment facilities to be ready to admit, provide emergency aid, and promptly treat victims of storms and floods; have plans to mobilize human resources and means, promptly plan, order, and purchase additional supplies, reserves, and ensure there are enough medicines, supplies, equipment, and spare hospital beds to avoid being passive in any situation.
The Ministry of Health requires medical facilities to ensure that regular medical examination and treatment are not interrupted; prioritize maintaining electricity, water systems, means of transport, and information technology systems serving medical examination and treatment; have plans to prepare backup generators and additional human resources for intensive care units, locations using ventilators and other essential equipment.
Provincial Departments of Health direct drug production, trading and import establishments in the area to have plans to reserve and supply adequate and timely drugs for treatment needs, especially ensuring the amount of drugs to serve the work of preventing epidemics that may arise during and after storms and floods according to the diagnosis and treatment guidelines and other guidelines of the Ministry of Health; to avoid drug shortages and fluctuations in drug prices.
Relevant units prepare disinfectants and sterilization chemicals; coordinate with local authorities to organize environmental sanitation, disinfection, domestic water treatment, waste collection, and ensure clean water for people; Strengthen monitoring, early detection, and thorough handling of cases of infectious diseases, preventing disease outbreaks after storms and floods.
For units under the Ministry of Health located in areas affected by storms and floods, the Ministry of Health requires readiness to provide professional support, increase staff, and receive seriously ill patients transferred from lower levels; Prepare mobile forces for epidemic prevention, support epidemiological surveillance, environmental treatment, and vaccination when required./.
