Currently, out of 9 universities and colleges in the province, only 3 (Ha Long University, Medical College, Vietnam - Korea College) are under the management of the Provincial People's Committee; the remaining schools are under the management of central ministries and branches. As of September 2025, universities and colleges in the province have 2,036 cadres, lecturers and employees, of which 536 are in universities and 1,500 are in colleges.
According to the assessment of the Ministry of Education and Training , the structure of the teaching staff is basically suitable for the training scale of each school; the professional qualifications of 100% of staff and lecturers meet the prescribed standards. Higher education institutions have invested in a system of lecture halls, classrooms, facilities, teaching equipment, electronic libraries, online databases, etc., basically meeting the current training scale. Colleges basically have independent facilities for theoretical learning areas, practice workshops, dormitories, and computer rooms. Some institutions, especially the Vietnam - Korea College, have proactively approached international technology, built programs according to ASEAN vocational standards, and participated in technology transfer from Korea and Japan, creating a premise for high-quality training.
However, there are still some schools with degraded and outdated facilities and equipment; practice items have been used for over 10 years, no longer suitable for modern technology, such as: College of Agriculture and Forestry, College of Construction and Technology - Society. Some new professions, associated with the digital transformation trend (IT, graphic design, network engineering, digital healthcare ) have not been fully invested in practice equipment, affecting the goal of high-quality training. Dormitories of the College of Medicine, College of Construction and Technology - Society are degraded and unusable; some other schools only meet part of the boarding needs. In some facilities, learning spaces and pedagogical landscapes are not synchronized, lacking smart classrooms, open libraries, community living areas and soft skills training.
In particular, the training and student attraction policies at schools are not really excellent, leading to an unstable source of incoming students. In the period 2022-2025, the average annual enrollment of colleges is about 21,800 students; universities are about 3,100 students. There are schools that have up to 26 training professions, but only have about 1,000 students studying each year. Some schools even have to train in different fields to increase student attraction. Typically, like the Northeast Agriculture and Forestry College, the main training profession is agriculture and forestry, but because it attracts few students each year, it has opened industrial electricity and food processing technology.
Mr. Do Minh Chien, Principal of Quang Ninh College of Industry and Construction, expressed: State management agencies must forecast the demand for human resources so that training institutions can have appropriate training strategies, avoid mass training, and then have students graduating without jobs; have a mechanism to attract high-quality human resources to serve training work and support policies to attract students to the school.
In order to gradually improve the quality of training, attract students to study and train at universities and colleges in the province, contributing to improving the quality of human resources, recently, the Provincial Party Standing Committee has directly worked with schools to find solutions. This is also one of the province's solutions in implementing Resolution No. 71-NQ/TW (dated August 22, 2025) of the Politburo on breakthroughs in education and training development.
Based on the assessment and identification of the situation, the viewpoint of Quang Ninh province in the coming time will be to rearrange universities and colleges in the province in the direction of maximizing the number of focal points, effectively utilizing qualified lecturers and invested facilities.
Mr. Pham Hong Bien, Director of the Department of Finance, said: The province will study and develop a project to arrange universities and colleges; transfer functions, have training majors for each school, avoid overlapping in training between schools to focus resources and equipment for quality, specialized training to have an abundant, quality workforce, meeting the needs of key industries and fields of the province. At the same time, build a support policy mechanism for schools, as well as students studying at schools.
Improving the quality of training at universities and colleges in Quang Ninh province is not only an immediate task but also a long-term strategy, of "key" significance in the process of building high-quality human resources, serving the socio-economic development of the province and the country. When schools are streamlined, operate effectively, have clear professional orientations, and at the same time receive synchronous investment in facilities, equipment, teaching staff and student attraction policies, it will certainly create a strong breakthrough in training.
