Project 06 has focused on promoting online public services, issuing criminal record certificates via VNeID, implementing electronic health records, and digitizing civil registration and land data… These steps demonstrate the strong commitment of local authorities to digital transformation.

Not only is it a government policy, but the benefits of Project 06 have also received attention from citizens and businesses. Mr. Nguyen Van Minh, the owner of a business in Hue, said: “Previously, each time I applied for a criminal record certificate it took a whole week, now it only takes a few minutes to get the results on the VNeID application. This is a very welcome step forward.”

According to the Department of Justice, during the process of receiving and returning criminal record certificates to citizens via the VNeID application, the unit established a Zalo group to promptly direct and resolve any difficulties or obstacles. The technical connection between the systems has met practical requirements, simplifying the process for citizens and state administrative agencies.

For citizens, the digitization of documents has brought certain advantages. Ms. Tran Thi Hoa, a resident of Phu Nhuan ward (Thuan Hoa district), shared: “The digitization of civil registration and personal documents helps me no longer worry about losing my documents. I can quickly retrieve information just by logging into the system.”

In healthcare facilities, medical examination and treatment procedures are also being gradually digitized.

According to information from the Hue City People's Committee, since the beginning of 2025, the City People's Committee has issued 42 directives related to Project 06. Notably, the city has piloted the VNPT iGate Kiosks system at the Hue City Police Department's Citizen Reception Center. This system helps citizens easily access public services and shortens the time required to process administrative procedures.

In addition, biometric authentication systems are being tested in government agencies to ensure the safety and accuracy of administrative document issuance. Data centers and storage systems are also being upgraded to meet the growing demand for digitalization. The city is also promoting the application of blockchain technology in record management, helping to ensure transparency, data security, and reduce the risk of errors in processing.

According to Mr. Nguyen Thanh Binh, Standing Vice Chairman of the Hue City People's Committee, to improve the quality of online public services, the city has collaborated with many technology companies to develop user-friendly interfaces. In addition, support hotlines and online guidance channels are being expanded to help people access digital services more easily.

Overcoming difficulties

While acknowledging the practical benefits, Hue still faces some difficulties in implementing Project 06. One of the biggest obstacles is cleaning and synchronizing civil registration data with the national database. The city has also submitted a request to the Ministry of Justice and the Ministry of Public Security for guidance on the steps to ensure data accuracy.

The process of granting electronic identity accounts to businesses also faces obstacles due to the lack of complete statistical lists from relevant ministries and agencies. Incomplete information technology infrastructure, especially in rural areas where people still face difficulties accessing the internet; and the level of public readiness for online services… remain barriers that need to be overcome.

Some businesses also proposed connecting data systems with the business portal to optimize licensing, business registration, and tax reporting processes. This would significantly reduce paperwork and improve labor productivity. “Integrating data and digitizing administrative procedures has helped businesses reduce costs and time significantly in dealing with government agencies. However, policies supporting businesses in accessing digital platforms need to be further strengthened,” suggested Mr. Nguyen Minh Chau, a business owner in An Dong ward, Thuan Hoa district.

Digital transformation is an inevitable trend, and Hue is gradually realizing this goal. Project 06 not only benefits the government in managing more effectively, but also helps citizens and businesses access public services more conveniently, quickly, and transparently. However, to succeed, close coordination between the government, businesses, and the entire population is necessary.

“The city continues to coordinate with ministries and agencies to overcome difficulties and accelerate the implementation of Project 06. At the same time, the city will cooperate with technology corporations to deploy comprehensive digital transformation solutions. In addition, the government will also strengthen communication efforts to raise awareness among citizens and businesses about the benefits of digital transformation. Training courses on digital skills and guidance on using online public services will be organized regularly to ensure everyone can access and proficiently use the new system,” informed Mr. Nguyen Thanh Binh, Standing Vice Chairman of the People's Committee of Hue City.
