In 2021, the National Assembly issued Resolution No. 35/2021/QH15 on piloting a number of special mechanisms and policies for the development of Hai Phong city. In 2025, the National Assembly continued to issue Resolution No. 226/2025/QH15, replacing Resolution No. 35/2021/QH15, aiming to remove "bottlenecks" and help Hai Phong develop more strongly. Taking advantage of the central government's attention, the city proactively seized opportunities and decisively implemented the resolution, opening up new opportunities and creating a foundation for Hai Phong's breakthrough development.

Specifically, this can be implemented through groundbreaking resolutions.

Resolution No. 35/2021/QH15, which pilots a number of specific mechanisms and policies for the development of Hai Phong city, focuses on several areas: financial management, state budget, decentralization of state management in the fields of land, planning, and income of officials, civil servants, and public employees under the city's management.

Proactively seizing opportunities, immediately after Resolution 35/2021/QH15 came into effect, with the attention, support, and favorable conditions created by the Central Government and the decisive leadership and direction of the City Party Committee, the Standing Committee of the City People's Council and the City People's Committee coordinated and promptly implemented and concretized Resolution 35 through breakthrough resolutions of the City People's Council and decisions and plans of the City People's Committee.

Specifically, during the period from 2021 to 2024, the City People's Council issued 12 resolutions on the fields of finance, state budget, investment, land management, planning management, and income of officials and civil servants. The City People's Committee issued decisions, plans, guiding documents, and specific assignments to subordinate departments and agencies for implementation.

This includes Resolution No. 48/2022 on the use of revenue surplus bonuses shared between the central and local budgets and reinvestment under a special mechanism. In 2021 and 2022 alone, the city received over 2,700 billion VND in revenue surplus bonuses from the central government under this special mechanism. Thanks to this, investment in the Nguyen Trai Bridge and Ben Rung Bridge projects was significantly boosted by the "revenue surplus bonus" policy.

In late December 2024, Hai Phong city officially commenced construction of the Nguyen Trai Bridge – one of the largest special-grade transportation projects in the region, with a total investment of over 6,200 billion VND. Currently, contractors are accelerating construction progress, with completion expected in 2027.

Thanks to the specific mechanisms and policies of Resolution 35/2021/QH15, the city was awarded 70% of the budget revenue exceeding the projected target, especially from import and export activities (excluding value-added tax). According to Mr. Tran Manh Cuong, Head of the Customs Sub-Department of Region 3, budget revenue from import and export in Hai Phong has consistently exceeded targets in recent years, making a significant contribution to the central government's budget revenue and enabling the city to qualify for the award, which can then be reinvested in the city. In 2021 and 2022, Hai Phong received a total of 2,711.6 billion VND in budget revenue bonuses from the central government. This bonus was used to fund a series of urgent projects.

Furthermore, Resolution No. 05/2022 of the City People's Council (a resolution specifying the content of Resolution 35/2021/QH15) approved the average additional income for officials, civil servants, and employees working in government agencies, Party organizations, and mass organizations under the city's management... Chairman of the City's Association for the Promotion of Learning, Hoang Duy Dinh, assessed that the policy on additional income for officials and employees is a good mechanism to attract and retain human resources, especially high-quality human resources, while creating a strong atmosphere of labor and production emulation throughout the city.

It is evident that, through groundbreaking mechanisms and policies, the city has leveraged significant resources from the central government to focus on investing in the development of transportation infrastructure, industry, and more. At the same time, the city has proactively and flexibly addressed bottlenecks and responded quickly to urgent demands.

A bright spot in the country's economic development.

The specific mechanisms and policies under Resolution 35/2022/QH15 have created momentum for the port city to achieve great achievements in socio-economic development. Specifically, Hai Phong has affirmed its position as a bright spot in the overall picture of national economic development in the 2020-2025 period.

During a meeting between National Assembly Chairman Tran Thanh Man and Hai Phong city leaders to hear a report on the preliminary implementation of Resolution No. 35/2021/QH15 at the end of 2024, Comrade Le Tien Chau, Secretary of the City Party Committee, affirmed that the National Assembly's issuance of Resolution No. 35/2021/QH15 is a strong driving force for the city amidst many difficulties and challenges. The city's economic growth rate (GRDP) in 2024 is projected to exceed 11%, marking the 10th consecutive year of double-digit growth and 1.6 times the national average growth rate, ranking third nationwide. Total state budget revenue in the city in 2024 is estimated at over 116 trillion VND, exceeding the central government's target by 18%…

Based on the results and experience gained from implementing Resolution No. 35/2021/QH15, on June 27, 2025, the National Assembly continued to issue Resolution 226/2025/QH15 on piloting some specific mechanisms and policies for the development of Hai Phong city. Resolution 226/2025/QH15 continues to prioritize new specific mechanisms and policies for the city, with a key highlight being the establishment of a free trade zone, expected to be a further "boost" for Hai Phong's breakthrough development in the 2026-2030 period, realizing the goals of Resolution 45 of the Politburo.

With a proactive and decisive approach, at the mid-year regular session of the City People's Council in 2025, Comrade Le Tien Chau, Secretary of the City Party Committee, emphasized that Resolution No. 226/2025/QH15 on piloting some specific mechanisms and policies for the city's development (replacing Resolution 35/2021/QH15) opens up strategic development opportunities and momentum for the city. He requested that the City People's Council closely coordinate with the City People's Committee to promptly review and issue documents within the local authority's jurisdiction and responsibility, contributing to the early implementation of Resolution No. 226/2025/QH15. This will lead to the goal of transforming Hai Phong into a modern, civilized, ecological, and livable industrial port city of regional significance in Southeast Asia by 2030.
