Technology reduces pressure on communes and wards.
Mr. Lam Van Bi, Vice Chairman of the Ca Mau Provincial People's Committee, said that the reporting software has now been put into operation by the Ca Mau Provincial People's Committee Office. This will significantly reduce the pressure on communes and wards, in accordance with the directives of the Provincial People's Committee, and is a step forward in the operation of the two-tiered local government system in Ca Mau province.

Information technology has also been used by the province to organize conferences and meetings in person since July 1st. In particular, provincial leaders have regularly held online meetings with 64 communes and wards to promptly grasp the situation, check assigned tasks, and resolve difficulties and obstacles in the operation process at the commune level.
The development of e-government, moving towards digital government in Ca Mau, is also clearly demonstrated through the accelerated digitization of documents. The province has digitized a total of nearly 4.2 million pages of documents, with a storage capacity of approximately 5TB. Metadata has been entered into 29,740 archived records and 260,174 archived documents.
The provincial historical archives center currently manages 4,500 meters of fully organized documents and over 26,200 meters of backlog documents. These documents are stored in the center's warehouse and temporary storage facilities, with security personnel on duty at all times. Documents from commune-level agencies and organizations have been received and stored in separate archives by the commune-level authorities. Ca Mau province is directing specialized agencies to review and develop investment projects for 7 projects to digitize and organize archival documents in the period 2025-2030, totaling nearly 32 km of documents, with an estimated cost of approximately 532 billion VND.
Regarding administrative procedures, the provincial public administrative service center is responsible for operating the information system for handling administrative procedures. All administrative procedures are fully and synchronously updated from the national database. 1,794 accounts have been issued to civil servants at the provincial and commune-level one-stop service centers to receive and process applications. Of these, 584 accounts have the function of searching for population data, serving the purpose of receiving applications and verifying digital identities. The total number of applications received since the operation of the two-tiered government system is approximately 88,500, including 7,600 at the provincial level. All these applications are synchronized with the National Public Service Portal.
Efforts from various parties have led Ca Mau to rank 6th nationwide in terms of the rate of online applications submitted and online payments, and all administrative procedures requiring financial obligations are now available on the national public service portal. The province's administrative procedure processing information system has been approved at level 3 for information security, and the workstations at the One-Stop Service Center have been equipped with anti-malware software.
Reality and integrated solutions
Mr. Bui Thanh Toan, Secretary of the Lang Tron Ward Party Committee, said that the ward's public administrative center performs administrative procedures on schedule and within the given timeframe for citizens. However, the equipment for the public administrative center, which was invested in during the first phase, has deteriorated after a long period of use. Ca Mau province is currently conducting a survey to implement a standard model for investing in new equipment.
Furthermore, while communes and wards are directly responsible for administrative tasks, the number of staff is limited. Currently, each commune/ward has two departments: one for economic infrastructure and another for culture, with a total of 19 civil servants covering economic, cultural, social, and national security and defense matters. Most of these specialists have limited professional expertise, and their primary focus is on sharing knowledge and learning from each other to complete their tasks. Achieving breakthroughs requires time.
Some former commune and ward officials were assigned to continue working, but after three months of operation, a small number of them resigned under Decree 178 because they felt they could no longer handle their work due to limited professional qualifications. In such cases, we encouraged them to overcome difficulties and diligently learn to continue working, but some officials insisted on resigning, so we had to resolve the matter according to their wishes.

According to Tran Tam Trung, Chairman of the People's Committee of Gia Rai Ward, because there is no longer a district level, many state management functions have been transferred to the ward, leading to increased work pressure while the allocated staff is limited. Consequently, the volume of new tasks has increased, and many new areas previously handled by the district level are now being addressed. This means ward officials have to learn as they go, resulting in a lack of smooth coordination between agencies and units, potentially causing delays in resolving issues.
On the other hand, during the handover and acceptance of land assets in some units, there were no accompanying documents such as land use right certificates or related files, causing difficulties in management. Computers and some tools and equipment such as desks, chairs, filing cabinets, etc., were purchased many years ago and were in a damaged and unusable condition upon handover.
Furthermore, the operational information system of Party agencies (iCPV) and the document management system have not yet integrated the data and incoming and outgoing documents of the agency. When a civil servant in charge of document handling leaves their position or resigns, the newly assigned civil servant does not have the old data. Civil registration data has been uploaded to the civil registration management software, but the data is still incomplete, and some data contains errors… many issues need to be addressed in the future.
