Science and technology create new momentum for sustainable socio-economic development

With high determination, the two localities continue to affirm their pioneering role in the Central region in implementing Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on "breakthrough in science and technology development, innovation and national digital transformation".

Attracting social resources

At the 1st Party Congress for the 2025-2030 term, many Party Committees of provinces and cities in the Central region, including Da Nang and Quang Ngai, set a goal of increasing the proportion of digital economy in the local socio-economic development strategy.

The Da Nang City Party Committee has set a target of the digital economy reaching 35-40% of GRDP. Da Nang is a locality that the Central Government has placed great expectations on, with the orientation of becoming a growth pole of Vietnam, with high competitiveness in the Asia-Pacific region; playing a pioneering role, leading localities in the process of modern development; being a "national center of innovation, creativity, high technology and startups", pioneering in new fields (such as: digital economy, circular economy, green economy, marine economy, etc.). In order to proactively and promptly implement Resolution No. 57 of the Politburo, the city has issued many policies to support the development of semiconductor chips and artificial intelligence; established the Da Nang Center for Research and Training in Microchip Design and Artificial Intelligence, etc. The locality continues to identify breakthroughs in science and technology development, innovation and digital transformation as the central, consistent and main driving force.

Mr. Nguyen Thanh Hong, Director of the Department of Science and Technology of Da Nang city, affirmed that developing the information technology, electronics, telecommunications, and semiconductor industry associated with the digital economy is the way for Da Nang to break through and develop sustainably.

In the period of 2025 - 2030, Da Nang city is oriented to prioritize resources for developing information technology, electronics and telecommunications industries associated with the digital economy. The city continues to develop and form concentrated information technology zones and a chain of software parks, digital technology enterprises with global competitiveness, creating links in research to master technology and manufacture digital technology products. The locality sets a target of annual revenue growth rate of the science and technology sector being 2 - 3 times higher than the city's GRDP growth rate.

To achieve this goal, Da Nang is researching and developing a software park in Tam Ky ward; promoting investment in an international fiber optic cable station in Da Nang and connecting at least one more international submarine fiber optic cable to Da Nang; focusing on developing the Central region's mixed gas turbine project associated with industries using energy and post-gas products in Chu Lai Open Economic Zone, creating new development momentum for the South of the city and regional development. At the same time, the city promotes the development of renewable energy such as wind power, solar power, biomass power, waste power, new energy, clean energy... The locality focuses on planning and mobilizing resources to invest in infrastructure, ensuring power supply for high-tech projects, microchip and semiconductor fields...

Meanwhile, the Quang Ngai Provincial Party Committee has set a target of striving for the proportion of digital economy in GRDP to reach at least 30% by 2030; allocating at least 3% of total local budget expenditure for science and technology development, innovation, digital transformation and promoting the attraction of social resources. In particular, the locality encourages and supports businesses to promote research, application and transfer of science and technology; develop science and technology service organizations, innovation centers, centers for promoting and supporting technology transfer and encourage scientific research and creative startups among students.

In addition, Quang Ngai focuses on investing in and developing digital infrastructure and accelerating digital transformation in the operations of agencies in the political system; applying digital technologies and artificial intelligence in leadership, direction, management and operation of Party committees and authorities in the province. The province strongly promotes the development of science and technology, proactively orders high-tech and scientific products to serve the socio-economic development of the locality; promotes digital transformation in enterprises, supports the gradual formation and development of digital enterprises and digital technology enterprises in the area. The locality strengthens information and communication work, creates consensus in society; improves capacity to ensure network safety and security.

According to Ms. Bui Thi Quynh Van, Secretary of the Quang Ngai Provincial Party Committee, in the 2025 - 2030 term, the province will continue to restructure the economy, establishing a new growth model with a focus on improving productivity, quality, efficiency, added value and competitiveness of the economy. The locality will promote industrialization and modernization; taking science, technology, innovation and digital transformation as the main driving force.

Improve the quality of human resources

To make a strong breakthrough in science, technology, innovation and digital transformation, Da Nang city and Quang Ngai province focus on attracting all social resources, focusing on improving the quality of human resources; especially developing human resources for high-tech and information technology industries.

Da Nang City focuses on developing policies to attract talent, rapidly increasing the number of consulting experts on innovative startups; especially in the city's key areas, strengths and potentials. The locality strives for the city's potential, level of science, technology and innovation to reach an advanced level in the top 5 localities nationwide and the top cities in Southeast Asia. At the same time, the city issues regulations on organizational structure, special treatment regimes, creating strong motivation for staff, experts, scientists and talented people. The city prioritizes resources and international cooperation in investing in developing infrastructure serving science, technology, innovation and digital transformation (especially the Lab project serving research and training in artificial intelligence; Lab-Fab laboratory combined with small-scale production of advanced semiconductor packaging technology; Da Nang Innovation Space project...).

According to Mr. Nguyen Thanh Hong, Director of the Department of Science and Technology of Da Nang City, the city will soon promote the establishment of the National Center for Supporting Innovative Startups in Da Nang; build a comprehensive innovation ecosystem; and promote the connection of the "Four Houses" including: the State, schools, scientists and businesses.

Meanwhile, Quang Ngai province focuses on training high-quality human resources according to international standards, especially managers, key sectors of science, technology, smart management, basic science and priority areas. The province has effective mechanisms and policies in discovering, nurturing, attracting and promoting talents, experts and good scientists; focusing on improving the qualifications of rural workers, increasing the number of highly skilled technical workers associated with economic restructuring.

Quang Ngai identifies training and retraining to prepare digital human resources and digital skills for digital transformation to develop a digital society and digital economy. The locality popularizes digital skills for people to build a comprehensive digital society; continues to promote digital transformation in all fields, prioritizing a number of fields such as: Health, education, agriculture, finance - banking, natural resources and environment, ensuring synchronous connection with national databases on population, land, and enterprises.

In the period of 2025 - 2030, Da Nang city and Quang Ngai province are both showing strong determination in realizing the goal of becoming localities with breakthrough development based on knowledge and technology. Synchronous investment in digital infrastructure, development of high-quality human resources along with institutional improvement and promotion of innovation ecosystem will create new momentum for sustainable socio-economic development in the localities.
