Building Vietnamese culture on the foundation of value systems

Expressing her agreement and high consensus with the draft documents submitted to the 14th National Party Congress, National Assembly delegate of Ca Mau province, Tran Thi Thu Dong, highly agreed with the Party's very new viewpoint on building Vietnamese culture on the foundation of value systems and promoting synchronous development of cultural fields.

According to delegate Tran Thi Thu Dong, in section V, page 34, the phrase "Strongly and comprehensively develop Vietnamese culture and people"; Build and develop literature and art worthy of the national cultural history and the achievements of the renovation, construction, development of the country and protection of the Fatherland; Improve the capacity of the team of leaders and managers of culture and people in development. Take care of the team of artists and those working in cultural work.

Delegate Tran Thi Thu Dong added: On page 3, the first line, it is proposed to add the phrase "modern, advanced, imbued with national identity" after the phrase "Building and developing literature and art" to the sentence: "Building and developing modern, advanced literature and art, imbued with national identity, worthy of the nation's history and the achievements of the cause of innovation, building, developing the country and protecting the Fatherland".

In section XII, page 52: Continue to innovate the content and methods of operation, promote the core political role of the Vietnam Fatherland Front, socio-political organizations, social organizations, and socio-professional organizations. Delegate Tran Thi Thu Dong commented to add "Continue to innovate the content and methods of operation, promote the core political role of the Vietnam Fatherland Front, socio-political organizations, social organizations, and socio-professional organizations, and mass organizations assigned by the Party and State".

Delegate Tran Thi Thu Dong said that the draft report summarizes a number of theoretical and practical issues on the socialist-oriented renovation process in the past 40 years in Vietnam: The assessment of limitations in building and developing Vietnamese culture is very profound, especially pointing out that the awareness of the position of culture in the country's development of some party committees is still limited, the cultural institutions are still slow to innovate, have not kept up with and have not met the requirements of development; the allocation of resources is not commensurate, lacks uniformity; the number of literary and artistic works with high ideological and artistic value is still limited, some works still follow trivial tastes, are of low quality, even harmful, many art units have difficulties.

However, delegate Tran Thi Thu Dong said that it is necessary to clarify the following contents: Regarding the limitations on page 152, the limitations on building and developing Vietnamese culture, it is suggested to add the following idea: “In the process of globalization, international integration, industry 4.0 has formed cultural exchange, cultural assimilation, and cultural penetration between countries and ethnic groups, creating two impacts. One is the positive impact of the globalization process on the field of ideology, culture, literature and art. Two is the negative impact that it will make that nation dependent on a stronger culture, of a stronger country. That is the dependence on the negative side of culture and also cultural invasion”.

Regarding the draft report on the assessment of 5 years of implementing the 10-year socio-economic development strategy 2021 - 2030, the direction and tasks of socio-economic development for 5 years 2026 - 2031. Delegate Tran Thi Thu Dong said that it is necessary to clarify the objective assessment and balance between achievements and limitations, for example: More clearly analyze the impact of digital economy, digital transformation and industrial revolution 4.0 on the growth model. Regarding section VI, main tasks and solutions, part 7, developing social culture, implementing social progress and equity, focusing on improving people's material and spiritual life and health, on page 335, line 8 states: "There are breakthrough solutions to develop culture and arts, cultural quintessence of the nation in the new era". This is a new viewpoint and demonstrates the Party's concern for the field of culture and arts, creating confidence and motivation for artists to uphold their professional and civic responsibilities, and to strive to create high-quality works and projects to serve the Party's innovation cause and serve the people's enjoyment needs. However, it is suggested that additional phrases can be added to clarify the thinking and breakthrough solutions such as "Innovation of institutions on management and investment in high-quality works and projects, encouraging economic sectors, especially enterprises, to participate in the development of literature and arts".

Regarding Literature and Arts, delegate Tran Thi Thu Dong said: The draft has emphasized the role of culture as a spiritual foundation and a driving force for development, however, it is necessary to further highlight the role of literature and arts in the process of building Vietnamese people in the new era of patriotism, humanism, creativity and integration.

Therefore, delegate Tran Thi Thu Dong proposed adding a separate paragraph in the cultural section to strongly develop literature and art, creating conditions for the development of the literary team; the allocation of resources is not commensurate and lacks uniformity; the number of literary and artistic works with high ideological and artistic value is still limited, some works still follow trivial tastes, low quality, even harmful, many artistic units have difficulties.
