Therefore, the school hopes that the province will agree on a specific plan on recruitment to help schools quickly have the necessary teaching staff."

According to the latest statistics compiled by the Department of Education and Training (DET) on the province's teacher shortage after the merger, 1,113 public schools across the province still have 4,057 teachers and staff that have not been recruited according to the assigned staff (mainly due to a lack of teachers). If calculating the number of teachers and staff that need to be added according to the norm, it is 6,134 people.
One of the reasons why the recruitment of teachers and school staff is still slow after the province merger is because before the merger, the two provinces of Binh Phuoc and Dong Nai previously had two recruitment plans.

Specifically, before the province merger, Binh Phuoc province initially assigned recruitment to schools, but then continued to assign recruitment to the district level, due to many errors in the implementation process of the schools. Meanwhile, from 2021 to now, Dong Nai province has assigned recruitment entirely to schools, instead of the district level.
After the province's merger and implementation of the 2-level local government model, many schools believe that there needs to be specific guidance on decentralization, delegation of authority in recruiting, using and managing cadres, civil servants and public employees, and at the same time allocating staff to schools.
Many schools are facing difficulties due to a lack of teachers and staff. One of the areas with the most serious teacher shortages today is the wards of the former Bien Hoa city. According to the reflection of many schools, since 2024, the schools have requested the Bien Hoa City People's Committee to approve the recruitment plan according to decentralization and delegation of authority to the schools, but the City People's Committee has not approved it. In early 2025, the schools continued to request permission to recruit, but the City People's Committee at that time continued to "hesitate" because it was preparing to abolish the district level, so this matter was left to the commune level later.
After 2 years of not recruiting, while teachers and staff of retirement age still have to be resolved, the schools are even more short of teachers. For example, Phuoc Tan 3 Secondary School (Phuoc Tan Ward) is currently short of 30 teachers and staff. Trang Dai Secondary School (Trang Dai Ward) is currently short of nearly 30 teachers and staff. Tam Hiep Ward is currently short of up to 100 teachers and staff, including positions that are very difficult to recruit, even when there are available positions.
Need a unified plan
After the province's merger and the official implementation of the 2-level local government model from July 1, 2025, the Provincial People's Committee issued two documents as an important basis for the recruitment work of schools. That is Official Dispatch No. 5585/UBND-KGVX dated September 17, 2025 on temporary guidance on the management of cadres, civil servants, public employees, workers, and business managers when implementing the 2-level local government. Then, on October 17, 2025, the Provincial People's Committee issued Decision No. 1730/QD-UBND on the allocation of civil servant payrolls in administrative agencies of the Provincial People's Committee and Commune-level People's Committees; Number of civil servants in public service units, number of labor contracts performing professional and technical work in public education and health service units, number of people working in associations assigned by the Party and State, number of non-professional workers at the commune level in Dong Nai province in 2025 after reorganization.
In the past time, the leaders of the Provincial People's Committee have spent a lot of time going to the field to learn and solve difficulties for the education sector, including the work of staffing and recruiting teachers. Therefore, the Department of Home Affairs and the Department of Education and Training need to synthesize the opinions of the sectors, localities and schools to unify the recruitment plan to be implemented throughout the province to ensure compliance with regulations and quality, especially to avoid violations in the recruitment process.

However, when the Provincial People's Committee issued the above two documents, many localities and schools were still confused in implementation.
Faced with concerns from localities and schools, Deputy Director of the Department of Home Affairs Dang Thanh Hoang said: The mechanism of decentralization and delegation of authority is being implemented very strongly, so the recruitment of teachers in schools under local management should be left to the locality. Firstly, it is implemented correctly according to decentralization and delegation of authority. Secondly, the locality should directly recruit, use and manage and take responsibility for itself. On the other hand, if the province establishes a teacher recruitment council for the whole province, it will be complicated and costly.
Mr. Dang Thanh Hoang said: Localities should be bold in doing it, during the process, the Department of Home Affairs and the Department of Education and Training will coordinate to guide and inspect to ensure proper implementation of regulations. If any locality is not confident in doing it and is afraid of making mistakes, it can postpone the implementation time by about 1 month to consult and learn from the experiences of other localities that have done it before. Moreover, teacher recruitment is a regular annual task, so localities must proactively learn to do it.
Sharing the same view with the Home Affairs Department, Provincial Party Committee member and Director of the Department of Education and Training Truong Thi Kim Hue said: Since 2021, the old Dong Nai province has directed the authorization for schools to directly recruit teachers instead of the district People's Committee as before. Initially, the district People's Committee had concerns, but over time, they have done quite well, so the district People's Committees no longer have concerns. If the Department of Education and Training recruits teachers and staff for schools in the whole province, it will be very difficult, because the department does not have staff to do this, and in the end, it will still have to mobilize from the schools.
