The Decision was issued on the basis of the Trade Union Law, the Law on Management and Use of Public Assets, and decisions and directives of the Prime Minister and the Ministry of Finance related to the general inventory of public assets.
The above mentioned asset inventory is important in ensuring transparent and effective management of all assets of the Trade Union system. This activity helps to update, standardize and synchronize data on assets at all levels. At the same time, the inventory helps to promptly detect errors, losses or inadequacies in the management process. The inventory results are the basis for developing appropriate plans for using, maintaining, investing or rearranging assets. Thereby, the Trade Union improves the efficiency of serving union members and employees.
Units that must conduct a general inventory include: Trade Union Working Committee, Labor Relations Committee of the Vietnam General Confederation of Labor; public service units under the Vietnam General Confederation of Labor including: Trade Union University, Ton Duc Thang University, Guest House of the Vietnam General Confederation of Labor, Institute of Labor Safety and Hygiene Science, Labor Newspaper, Labor Publishing House, Trade Union Project Management Board and 10 vocational training facilities under the Vietnam General Confederation of Labor.
This general inventory also includes the Labor Federations of provinces and cities; Central and equivalent industry trade unions; and General Corporation trade unions under the Vietnam General Confederation of Labor .
The Vietnam General Confederation of Labor also clearly stipulates the implementation progress. In particular, the establishment of the inventory team must be completed before November 30, 2025; the preparation of documents and data must be completed before December 31, 2025.
The Vietnam General Confederation of Labor assigns the Trade Union Working Committee, the Labor Relations Committee, the Provincial Labor Federations, Trade Unions at all levels, and heads of relevant units to be responsible for organizing implementation in accordance with the issued plan.
The implementation of the general inventory will be carried out flexibly, using many suitable methods, linked to the professional tasks of each unit so as not to affect regular operations.
The Vietnam General Confederation of Labor, Labor Confederations of provinces and cities and management levels are responsible for urging, guiding, inspecting and promptly handling any problems during the implementation process until the inventory is completed.
The inventory period is from January 1 to March 31, 2026. After completing the inventory, the Provincial Federation of Labor and the Trade Unions directly above the grassroots level will synthesize the results of all affiliated units and send a report to the Vietnam General Confederation of Labor.
The deadline for completing the synthesis is before April 10, 2026, to report to the Ministry of Finance before May 31, 2026.
