On the afternoon of May 18, the People's Court of the province conducted sentencing subjects related to the case of violations of regulations on banking activities and violations of lending in activities of credit institutions that occurred at the Cooperative Bank of Vietnam, Ninh Binh branch (Co-opBank Ninh Binh) after 5 days of trial.
Previously, on May 11 & 12, the Provincial People's Court opened a first-instance trial for the following subjects: Dang Van Quang (SN 5, former Director of Co-opBank Ninh Binh); Tran Xuan Thanh (SN 1964, former Head of Member Credit Department of Co-opBank Ninh Binh); Nguyen Ngoc Viet (SN 1976, former Deputy Head of Credit & Member Care Department of Co-opBank Ninh Binh); Nguyen Van Quyen (SN 1981, former officer of the Credit & Member Care Department of Co-opBank Ninh Binh) for the crime of “violating regulations on banking activities and other activities related to banking activities”; Dinh Minh Tien (SN 1986, former Head of Member Credit Department of Co-opBank Ninh Binh) for the crime of “violating regulations on lending in the operation of credit institutions”.
According to the indictment of the provincial People's Procuracy, from May 16, 5 to January 2017, 28, the above subjects committed many violations in appraising, proposing, approving loans, inspecting and monitoring the use of loans from Me Credit Fund for 1 credit contracts that are not eligible for credit extension, which violated the Law on Credit Institutions and regulations, regulations and instructions of Vietnam Bank for Cooperatives and Cooperatives' insolvency, leading to the insolvency of Ninh Binh Me Bank and Vietnam Bank for Cooperatives. amount 2019 VND (over 32 billion VND).
In which, Dang Van Quang must be criminally responsible for causing damage to Ninh Binh Cooperative Bank in the amount of VND 47.883.943.659; Tran Xuan Thanh is criminally responsible for the amount of damage caused by VND 39.883.943.659; Nguyen Van Quyen is criminally responsible for the amount of damage caused by VND 35.635.000.000; Nguyen Ngoc Viet is criminally responsible for the amount of damage 17.603.943.659 VND; Dinh Minh Tien must be criminally responsible for the amount of damage caused by 8 billion VND; Le Hong Phong is criminally responsible for the amount of damage caused by 5,5 billion VND.
After a period of debate at the trial, the Trial Panel determined that the above violations of the defendants were particularly serious. Based on the provisions of the Penal Code, the Trial Panel sentenced defendant Dang Van Quang to 8 years in prison, Tran Xuan Thanh to 7 years in prison; Nguyen Van Quyen 7 years in prison; Nguyen Ngoc Viet 6 years and 6 months in prison; Dinh Minh Tien 4 years in prison; Le Hong Phong 3 years in prison. In addition, the defendants are subject to additional penalties and other civil liabilities.
