From March 23 to 27, 2025, Chairman of the Board of Directors of Vietnam Railways Corporation, Deputy General Director Nguyen Chinh Nam and a number of officials of the Corporation participated in the working delegation of the Minister of Construction to China, to implement the common perception of the senior leaders of Vietnam and China on promoting infrastructure connectivity, speeding up the coordination progress of implementing standard gauge railway projects connecting across the Vietnam-China border, aiming to complete the procedures to strive to start the Lao Cai - Hanoi - Hai Phong railway project by the end of 2025.
During his stay in Beijing, on March 24, 2025, the Chairman of the Board of Directors had working sessions with China Railway Signal Corporation (CRSC) and China Railway Rolling Stock Corporation (CRRC).

At the meeting with CRSC, the Chairman of the Board of Directors of the Corporation congratulated the achievements that CRSC has achieved in the past time, contributing to the modernization of the Chinese railway network, especially the train command and control systems, signal information for high-speed railway and conventional railway train operations. Appreciating the cooperation between the Corporation and CRSC in the past time, especially the signing of the Memorandum of Understanding between the two sides in December 2024, the Chairman of the Board of Directors suggested that CRSC closely coordinate with the Corporation in the following contents: supporting research on renovation and upgrading plans to synchronize the signal information system for the existing railway network, cooperating to participate in the Lao Cai - Hanoi - Hai Phong railway project, researching cooperation to establish a joint venture company to produce and manufacture signal information equipment in Vietnam, supporting training of technical staff in signal information.
At the working session with Mr. Tong Vinh Tai, Chairman of CRRC, the Chairman of the Board of Directors thanked CRRC for its cooperation in the past time, specifically in the projects of supplying 1000mm and 1435mm gauge locomotives, providing bogies, and wheel axles. The Corporation is currently planning to purchase locomotives to supplement traction, and is actively discussing with CRRC member companies about researching locomotive options using environmentally friendly green energy to meet the commitment of the Vietnamese Government at COP 26 to bring net emissions to zero by 2050. In November 2024, the Corporation signed a Memorandum of Understanding with CRRC Dalian, a subsidiary of CRRC. With the future railway network scale reaching about 7,000km (including existing railways), especially in preparation for the Lao Cai - Hanoi - Hai Phong railway project expected to start construction at the end of 2025, Vietnam Railways Corporation was assigned by the Government to establish a project to build and operate a railway industrial complex. The Chairman of the Board of Directors requested CRRC to pay attention, cooperate, and support the Corporation in research, survey and project establishment, and at the same time proposed CRRC to send a focal point to coordinate and exchange so that the two sides can soon reach a Cooperation Framework Agreement, expected to be signed in April 2025.
