The People's Committee of Thu Duc City, along with the districts and counties in Ho Chi Minh City, have developed a plan to reorganize communes and wards with a target of achieving a rate of 50% or higher.
Accordingly, Thu Duc City The proposed plan involves reorganizing 34 wards into 9 grassroots-level administrative units, reducing the number of commune-level administrative units by 23 (67.64%); 5 out of 9 new grassroots-level administrative units meet the standards (55.55%).
Thu Duc City is expected to be reorganized into 9 administrative units.
For Thu Duc City, the wards are expected to be named Thu Duc 1 to Thu Duc 9. Each ward will be formed by merging 2 to 6 existing wards.
Meanwhile, in District 1, it is planned to reorganize 10 wards into 2 or 3 administrative units, reducing the number of wards by 7-8. District 3 has two options for merging 10 wards into 1 or 2 wards, reducing the number of units by 8-9. District 4 will be reorganized into 2 wards, A and B. Similarly, District 5 will also reorganize from 10 wards into 2 wards, An Dong and Dong Khanh.

District 6 plans to reorganize from 10 wards into 4 or 5 wards. District 7 will reduce from 8 wards to 2 administrative units. District 8 has two options: merging 10 wards into 2 wards or merging an additional 4 communes from Binh Chanh district.
District 10 proposes reorganizing its 11 wards into 2 or 3 units, naming them Vườn Lài, Nguyễn Tri Phương, Hòa Hưng or Vườn Lài, Nguyễn Tri Phương. District 11 proposes reorganizing its 10 wards into 2 or 3 units, comprising Đầm Sen, Phú Thọ , Phú Bình or Đầm Sen and Phú Thọ wards. District 12, on the other hand, plans to reorganize its 11 wards into 3 or 4 units.
Binh Tan District reduced its wards by 7, leaving 3 units: Binh Hung Hoa, An Lac, and Tan Tao. Binh Thanh District reduced its wards by 11, leaving 4 units: Gia Dinh, Binh Hoa, Thanh My Tay, and Binh Quoi. Go Vap District reduced its wards by 9, leaving Go Vap, An Nhon, and Thong Tay Hoi wards.

Phu Nhuan District will reduce 9 wards, leaving only Duc Nhuan and Phu Nhuan wards. Tan Binh District will reduce 11-12 wards, expected to have 3 or 4 units remaining. Tan Phu District will reduce 8 wards, expected to become 2 or 3 units, with the wards named Tan Phu, Tan Son Nhi, and Phu Tho Hoa.
For Binh Chanh district, the proposal is to reduce the number of communes by 12, leaving only 4 units: Commune 1 (Vinh Loc A, Pham Van Hai), Commune 2 (Vinh Loc B, Le Minh Xuan, Binh Loi), Commune 3 (Tan Kien, Tan Nhut, An Phu Tay, Binh Chanh, Tan Quy and Tay Tan Tuc town), and Commune 4 (Binh Hung, Phong Phu, Da Phuoc, Hung Long, Qui Duc).
Can Gio District reduced its number of communes and towns from 7 to 2 or 3. Nha Be District reduced its number of communes by 5, leaving only 2 communes: Nha Be and Hiep Phuoc. Hoc Mon District reduced its number of communes by 10, leaving only 1 or 2. Cu Chi District reduced its number of communes by 15, leaving only 6.
According to the procedure, the Department of Internal Affairs will compile and advise the Ho Chi Minh City People's Committee on a plan to submit to the Standing Committee of the Ho Chi Minh City Party Committee. Previously, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc stated that, based on the national restructuring ratio, Ho Chi Minh City will have more than 80 communes and wards instead of the current 273.
