Despite the policy of reorganizing villages to align with the two-tiered local government system, grassroots officials remain committed to their areas, staying close to the people, and continuing to play a bridging role between the Party's will and the people's aspirations, fostering social consensus.

Fulfilling our responsibilities to the people.

For 15 years as the head of Dak Snao 2 village, Quang Son commune, Mr. Hoang Ngoc Tuan has always considered being close to the people and understanding them as the best way to effectively carry out grassroots mobilization work. Dak Snao 2 village has 313 households, of which about 92% are ethnic minorities, mainly the Hmong. Despite many differences in language and customs, through his persistent dedication to the people and the village, he gradually gained their trust.

Besides disseminating the Party's guidelines and the State's policies and laws, he also worked with functional forces to promptly persuade some households who had been drawn to "strange religions" to return to orthodox religious practices. According to Mr. Tuan, for effective propaganda, grassroots officials must first educate themselves and have a firm grasp of legal knowledge to explain things to the people so they understand and believe. Thanks to the State's support policies, the people's efforts, and the role of grassroots officials in propaganda and mobilization, the lives of the people in Dak Snao 2 village are improving. To date, the village only has 13 poor households and 3 near-poor households. "Now the people have great trust in the Party and the local government, and they are always united and help each other in life," Mr. Tuan shared. After 15 years of "carrying the village's burden," what he cherishes most is not the certificates of merit or achievements, but the trust of the people. According to him, for people to follow, officials must set an example, live sincerely, and be close to the people.

It's not just Mr. Tuan; many village and hamlet officials throughout the province are becoming "pillars of support" in their communities. They both disseminate information and mobilize support, while also understanding public sentiment and guiding public opinion, contributing to strengthening people's trust in the Party committee and government. Facing the policy of reorganizing villages and hamlets, and potentially no longer serving as village chiefs, these grassroots officials continue to fulfill their responsibilities until the very end. "Even after the merger, if I'm no longer the village head, it doesn't matter. What's important is what I can still do to help the people," Mr. Tuan said.

Improving the effectiveness of the grassroots political system.

Reorganizing village-level administrative units and administrative structures is necessary to align with the current two-tiered local government model. However, regardless of changes in organizational structure and administrative boundaries, the role of village and hamlet officials in being close to the people, understanding their needs, and fostering consensus must continue to be inherited and promoted. This is because they are the force directly implementing policies and guidelines, contributing to maintaining stability in the area, and enhancing the effectiveness of the political system at the grassroots level.

Currently, the reorganization of villages and residential areas is being implemented synchronously nationwide. On May 20, 2026, the Prime Minister issued Directive No. 21/CT-TTg on the reorganization of villages and residential areas and the arrangement, utilization, and policies for part-time officials at the commune, village, and residential area levels. Accordingly, localities must complete the overall plan for the reorganization of villages and residential areas before June 10, 2026; develop a proposal, organize public consultations, and submit it to the competent authority for approval before June 30, 2026. The Directive requires that the reorganization must be consistent with the two-tiered local government model, comply with legal regulations, and be linked to the historical, cultural, natural conditions, population size, and population distribution of each locality.

According to statistics from the Ministry of Interior , by the end of 2021, the whole country had more than 90,000 villages and residential areas with nearly 297,800 part-time personnel; the total number of part-time personnel at the commune, village, and residential area levels was 436,617. According to the plan, the review and reorganization will be implemented nationwide in 2026. The general direction is to streamline the organizational structure, reduce the number of units, and ensure suitability with population size, geographical characteristics, and the actual conditions of each region.

It can be said that the restructuring process aims not only to streamline administrative structures but also to build a more effective and efficient grassroots political system. In this process, inheriting and developing the role of village and hamlet officials is crucial in maintaining stability and strengthening the people's trust at the grassroots level.
