The number of leaders and managers of new provincial-level agencies and organizations after the rearrangement must not exceed the total number of leaders and managers present in provincial-level organizations before the rearrangement.

Provincial level decides to choose the leader

Minister of Home Affairs Pham Thi Thanh Tra, Deputy Head of the Steering Committee for the arrangement of administrative units at all levels and the development of a two-level local government organization model, has just signed an official dispatch to localities to guide the implementation of tasks related to the arrangement of administrative units.

In this document, the Steering Committee clearly states the orientation for arranging and assigning new provincial and commune-level officials and civil servants after the merger.

Merging provincial and communal levels: How are cadres, civil servants and public employees arranged?

Specifically: The arrangement and assignment of cadres and civil servants to hold leadership and management positions at the provincial level after the arrangement is implemented according to the Conclusion of the Politburo and the guidance of the Central Organizing Committee.

The number of leaders and managers of new provincial-level agencies and organizations after the rearrangement must not exceed the total number of leaders and managers present in provincial-level organizations before the rearrangement.

For those holding the position of head of a specialized agency, based on practical conditions and standards and capacity of cadres and civil servants, the Standing Committee and the Provincial People's Committee shall consider and decide to select a head who meets the task requirements of the new unit after the arrangement.

For the head of a specialized agency who is not arranged to continue to be the head after the arrangement, he/she will be arranged to an adjacent subordinate position or arranged to hold an equivalent position in another agency, organization or unit or promoted to become a commune-level leader according to task requirements.

These cases are reserved position allowances according to regulations.

For those holding the position of deputy head of a professional agency, the Standing Committee and the Provincial People's Committee shall consider and decide to arrange them to be deputy head of the unit after the arrangement, or arrange them to hold an equivalent position in another agency or organization, or strengthen them to become leaders at the commune level.

The Steering Committee allows that, initially, the number of deputies of the heads of agencies, organizations and units under the new provincial level after the rearrangement can be higher than the regulations and gradually reduced according to the roadmap.

Similarly, with the current number of civil servants, public employees, and contract workers, we will keep it the same for the time being to arrange and assign work. Then, we will streamline the payroll along with restructuring and improving the quality of the team according to the roadmap, ensuring that within 5 years, the number of payrolls will basically comply with regulations.

Commune-level leadership standards are the same as those at the district level today.

The official dispatch signed and issued by the Minister of Home Affairs also clearly states that the standards for commune-level leadership and management positions and titles are the same as those for corresponding district-level leadership and management positions and titles at present.

"For civil servants and professional and technical officials at the commune level, the training level standards according to job position requirements for civil servants and officials from district level and above shall be applied according to Government regulations," the document sent to localities clearly stated.

Also according to the Steering Committee, based on practical conditions and standards, capacity of cadres, civil servants, and public employees at district level and current cadres and civil servants at commune level, the Standing Committee and the Provincial People's Committee will consider and decide on the arrangement and assignment of cadres, civil servants, and public employees at the new commune level according to the management hierarchy.

District and commune-level cadres, civil servants and public employees, when assigned to leadership and management positions at the new commune level, will continue to receive their current leadership position allowance for a period of 6 months from the date of the decision. After this period, the Government's new regulations will apply.

"In the case of civil servants and professional and technical officials appointed to leadership and management positions at the new commune level, the leadership position allowance will not be applied temporarily and will be implemented when there are Government regulations on the coefficient of allowances for that leadership and management position," the Steering Committee stated.
