Need to transfer capital from slow disbursement place to high disbursement unit

Delegate Nguyen Ngoc Son, Standing Member of the National Assembly's Committee on Science, Technology and Environment, National Assembly delegate of Hai Duong province proposed transferring capital from localities and low-disbursement units to high-disbursement units.

On October 26, continuing the program of the 8th session of the 15th National Assembly , the National Assembly delegation of Hai Duong province participated in the discussion session in groups.

Delegate Nguyen Ngoc Son, Standing Member of the National Assembly's Committee on Science , Technology and Environment, National Assembly delegate of Hai Duong province, spoke at the discussion on the implementation of the state budget public investment plan in 2024.

To achieve the disbursement target of about 95% compared to the plan assigned by the Prime Minister (in which Hai Duong strives to achieve over 95%), delegate Nguyen Ngoc Son said that the Government needs to consider and direct the development of a plan to harmonize capital plans of projects that are not capable of disbursement to projects with high disbursement capacity; transfer between ministries, central agencies, and localities with low disbursement to units with high disbursement capacity to speed up capital disbursement progress.

Delegate Nguyen Ngoc Son said that by the end of September, development investment expenditure was estimated to reach about 320.6 trillion VND, equal to 47.3% of the estimate decided by the National Assembly, equal to 42.79% of the plan assigned by the Prime Minister, down 42.7 trillion VND (down 4% compared to the same period last year).

Of which, 31 ministries, central agencies and 23 localities have disbursement rates below the national average.

"The Government is requested to analyze and clarify the causes and responsibilities of units in low disbursement. In particular, pay attention to the use of foreign capital to improve efficiency. At the same time, there should be sanctions for cases of returning annual capital plans due to subjective reasons according to regulations," delegate Nguyen Ngoc Son suggested.

The delegate also requested the Government to clearly analyze the estimated capital structure for implementing the 2024 budget to have a basis for determining the capital disbursed for the whole year, striving to reach about 95% of the plan assigned by the Prime Minister.

National Assembly deputies of Hai Duong province also discussed and contributed many opinions, assessed the results of the implementation of the 2024 socio-economic development plan, the projected 2025 socio-economic development plan and other important contents.
