These days, at the construction site of the road connecting the Kinh Mon River overpass with Provincial Road 389B in Thuong Quan commune (one of the town's key projects), trucks are busily transporting leveling materials to create the roadbed. Dozens of workers are quickly fabricating steel reinforcement for box culverts and retaining walls, carrying out their tasks. To date, the contractor has excavated and filled approximately 1,600 meters of the roadbed with sand, reaching 90% of the total length of the route.
The project is being constructed by a joint venture between KTĐ Strong Development JSC and Viet Thanh Construction Co., Ltd. To ensure progress, the two companies have deployed approximately 50 workers, 7 excavators, 5 rollers, 6 trucks, 4 bulldozers, 2 sand graders, 2 water sprayers, etc.
"Taking advantage of favorable weather conditions, construction units frequently work overtime and shifts. At many times, workers work through the night to ensure progress," said Mr. Nguyen Thanh Son, Director of KTĐ Strong Development Joint Stock Company.
“According to the plan, the project is scheduled to be completed by mid-May 2025, but we will focus our manpower and machinery to strive for completion ahead of schedule. Inspection and supervision will always be carried out rigorously to ensure the quality of the project,” shared Mr. Le Dai Duong, an official from the Kinh Mon Town Investment and Construction Project Management Board.
Not only are key projects in the town being urgently constructed, but major provincial projects located within the town are also being expedited in terms of land clearance and construction progress.
The project to build a road connecting National Highway 17B with Dinh Bridge in Kinh Mon town will utilize approximately 9.56 hectares and pass through four wards: Thai Thinh, An Luu, Hiep An, and Long Xuyen.
On November 5th, the Hai Duong Provincial People's Committee approved the project. On November 6th, the Town People's Committee developed a land acquisition plan and implemented the necessary steps. By November 28th, the land and property inventory was completed; the compensation and support plan for land clearance (Phase 1) was prepared and publicly announced. It is expected that the Town People's Committee will approve the compensation and support plan for land clearance on December 28th.
Top in the province
In 2024, Kinh Mon town had 89 district-level and commune-level projects and works, with a total public investment capital of VND 295.18 billion. For the medium-term public investment plan for the 2020-2025 period, Kinh Mon town had approximately 130 projects and works with a total budget of VND 2,051 billion. By the end of November 2024, the total disbursed capital of the town reached VND 208.75 billion, accounting for 70.7%, making it one of the three localities with a disbursement rate higher than the provincial average.
Currently, there are two projects in the area invested by the People's Committee of Kinh Mon town: the construction of a road connecting the Kinh Mon river bridge with provincial road 389B; and the technical infrastructure of the residential area and resettlement area in Thuong Quan commune. There are also seven provincial projects in the area for which Kinh Mon town is responsible for land clearance. All projects are currently on schedule.
The most difficult challenge in implementing projects is land clearance. The majority of people whose land is being acquired are hesitant about change and uncertain about the level of support and compensation due to various regulations and policies that have changed over time. To gain public consensus, the entire political system here has been actively involved. The Compensation, Support, and Resettlement Council of Kinh Mon town has been established. “In addition to holding public meetings and publicly disclosing project information, working groups take advantage of Saturdays, Sundays, and evenings to visit each household to disseminate information and persuade people. The inventory process is also carried out quickly and efficiently,” said Mr. Nguyen Bao Trung, Director of the Investment and Construction Project Management Board of Kinh Mon town.
Thuong Quan commune has done a good job coordinating land clearance. Within the commune, there are 3 key projects of the town and province, with a total land clearance area of over 26 hectares (mainly residential and agricultural land) affecting more than 300 households. Land clearance for all projects was completed 1-2 months ahead of schedule. Many households in the commune agreed to vacate thousands of square meters of land.
“Without waiting for directives from higher authorities, the People's Committee of Thuong Quan commune proactively took steps such as dialogues with the people and organizing conferences between the military, civilians, and the Party… to quickly create consensus for the implementation of the project,” shared Mr. Bui Van Luong, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Thuong Quan commune.
On construction sites, representatives of the investor always work with the construction unit to promptly detect and handle any arising issues. The project to build the road connecting the Kinh Mon River overpass with Provincial Road 389B, being located close to the embankment, required addressing post-storm problems. According to the approved design documents, the project had 5 locations requiring weak soil treatment, but during construction, an additional 5 locations needed treatment. However, the contractor proactively coordinated and quickly resolved the issues, ensuring the progress and quality of the project were not affected.
The Minister of Construction has issued a decision recognizing Kinh Mon town as a type III urban area. This event is significant for the locality to continue investing in upgrading to higher standards, resulting in a more civilized and modern urban landscape.
According to the plan, the town will implement projects to develop industrial zones, clusters, and urban areas; preserve and promote historical and cultural values... "Initially, the town will focus on investing in the remaining shortcomings and weaknesses of a Type III urban area, such as: urban green spaces, wastewater treatment facilities, and road density...", affirmed Mr. Bui Xuan Loc, Deputy Secretary of the Town Party Committee and Chairman of the People's Committee of Kinh Mon town.
