Thanh Ha district has the slowest disbursement of public investment funds in the province.

The project to extend Provincial Road 396 (the section connecting Provincial Road 391 to Road 390) is still facing land acquisition issues.

Thanh Ha district is the slowest in disbursing public investment funds in Hai Duong province. In 2024, the total budget allocated to all three levels (provincial, district, and commune) was 308.739 billion VND. As of November 11th, the district had only disbursed 16.528 billion VND, equivalent to 5.35%.

According to the People's Committee of Thanh Ha district, the provincial budget allocated at the beginning of 2024 and supplemented by mid-November totaled 149.06 billion VND for 8 projects. These include 4 projects to build commune-level police stations, 3 projects to build additional classrooms, and 1 project to improve transportation infrastructure. To date, none of the projects have been disbursed.

The district's budget allocated at the beginning of the year was 152.179 billion VND, of which 19.679 billion VND was for capital construction investment, and the remainder came from land use fees. Projects focused on building and expanding roads and school buildings. As of November 19th, the district had only disbursed 12.688 billion VND, reaching 8.3%.

The total planned public investment capital allocated to communes is 7.5 billion VND. The district has disbursed 3.84 billion VND, reaching 51.2%.

The main reason for the slow disbursement is the district's delay in land clearance, preventing construction from commenced. Some projects to build new commune-level police stations only received funding in early November. In 2024, the district rotated many officials involved in investment, construction, finance, and other related fields.

Thanh Ha district currently has 8 projects with additional funding from the province and 23 projects funded by the district budget. These projects focus on renovating and expanding provincial roads, constructing commune-level police stations, building roads connecting communes, and constructing houses and classrooms.

To accelerate the disbursement of public investment funds, from now until the end of the 2024 fiscal year, Thanh Ha district will focus on disseminating information and mobilizing support for land clearance. The district will urge investors to work closely with construction units to speed up progress, and promptly organize acceptance testing and payment upon completion of work.
