According to a report from the Institute of Construction Economics submitted to the Ministry of Construction , the prices of many key raw materials, fuels, and construction materials such as sand, stone, asphalt, and steel have increased significantly recently, posing a potential risk of stalling public and private investment projects if solutions are not found soon, thereby impacting GDP growth.
In the coming period, as a series of large-scale national transportation and technical infrastructure projects are implemented simultaneously, the demand for materials such as fill soil, sand, and construction stone is expected to continue to increase sharply. Given this reality, the Institute of Construction Economics believes that in addition to the solutions already implemented, further mechanisms are needed to regulate and stabilize the construction materials market.
Notably, this agency proposed studying a mechanism for directly granting exploitation rights for construction material mines such as soil, sand, and stone that have not yet been licensed or have been closed but still have reserves, to units with sufficient capacity and experience, without going through an auction. The price of materials would be determined based on reasonable and legitimate actual costs, while the exploiting unit would only receive a fixed amount of management costs and profit as stipulated.

In an interview with Tien Phong newspaper regarding the aforementioned issue, Mr. Nguyen The Minh, Deputy Director of the Department of Economic and Investment Management of Construction, Ministry of Construction, cited the following example: In reality, the quarries currently being exploited in various localities have been licensed and operating for a long time. These quarries have very large reserves, but the exploitation period is usually 20-30 years, and the permitted exploitation capacity is not large. Typically, even quarries with large reserves only have an exploitation capacity of about 1-2 million cubic meters per year, which is completely insufficient to meet the needs of key projects.
Although the mechanism allows for increasing quarry capacity, requiring mining companies to expand their mining operations to increase capacity is not simple and also takes time because the companies have to invest in additional machinery, equipment, and personnel, while reserves cannot increase. On the other hand, if quarrying is directly granted to a contractor for use in a project with a small mining volume and a usage period of only 1-2 years, the contractor will not be enthusiastic because it is not profitable."
"The current situation regarding planning, licensing, exploitation, and supply of common construction materials in our country over the past period has revealed quite serious bottlenecks. Many localities are blessed with abundant natural resources, and the National Assembly and the Government have allowed the application of many specific policies such as simplifying procedures, directly granting mining licenses to contractors, increasing the capacity of existing mines... but when large projects pass through, there is still a shortage of construction materials, greatly affecting the progress of the projects. Thus, this shortage clearly stems from the implementation phase," said Mr. Nguyen The Minh.
