The shortage of officials is quite common in disadvantaged communes, especially in specialized fields such as land administration, accounting, education, health, justice, and information technology... This greatly affects the direction, management, and implementation of tasks in these localities.

As of July 1st, Trung Son commune was temporarily allocated 40 staff positions, but in reality, it still has 36; 18 positions in the Party and mass organizations and 18 positions in the government. Ms. Nguyen Thi Minh Nguyet, Chairwoman of the Commune People's Committee, stated: Trung Son is a disadvantaged commune in the province, with the majority of its population being ethnic minorities such as the Muong, Mong, and Dao. Recently, four officials resigned, so currently, the commune only has 32 officials, including 16 in the Party and mass organizations and 16 in the government. Trung Son commune is not undergoing a merger; its area and population remain unchanged. However, the responsibilities of the commune-level government have increased significantly compared to before, and the current number of officials cannot meet the demands of the work.

Along with Trung Son, another particularly disadvantaged commune in the province, Kha Cuu commune, is also facing a serious shortage of officials. Kha Cuu commune was established by merging three communes: Dong Cuu, Thuong Cuu, and Kha Cuu, with a population of 12,338 people. Concerned about the personnel situation, Mr. Kieu Duc Manh, Chairman of the People's Committee of the commune, stated: At the time of the merger on July 1st, Kha Cuu commune had 44 officials. However, after only two months of operation, due to difficult transportation and the pressure of work caused by the shortage of officials, 10 officials resigned. Kha Cuu commune now has only 34 officials; the commune's Public Administrative Service Center has only one official. Currently, the commune lacks land administration, education , health, and civil registration officials. A public service center has been established but lacks staff, so the commune has had to assign a government official to serve as deputy director and appoint a school accountant to concurrently handle the center's accounting duties. This staff shortage significantly impacts the commune's operations, especially after the merger that resulted in a larger area and a denser population. The commune has sent a letter to the Department of Internal Affairs proposing the addition of 31 officials, particularly in the specialized fields currently lacking at the local level.

A shortage of officials is also occurring in the disadvantaged communes of the former Hoa Binh region, especially in the government sector. Quy Duc commune was established by merging four communes: Trung Thanh, Doan Ket, Yen Hoa, and Dong Ruong; with a population of nearly 9,400 people and a natural area of ​​147 km2. Despite its large area, the commune's government currently only has 30 staff members, lacking civil servants in the fields of planning, construction, transportation, science, information, and health. In addition, the commune is also lacking many support staff such as accountants, clerks, drivers, and security guards. The two main departments of the commune's People's Committee, the Economic Department and the Culture Department, have been without deputy heads for over two months, and the appointment process is currently underway.

The staff of Tien Phong commune have to work intensely and under pressure due to a shortage of personnel.

Another disadvantaged commune in the former Hoa Binh region facing a serious staff shortage is Tien Phong commune. The Tien Phong commune government was temporarily allocated 38 positions, but currently only 31 remain. Seven officials have resigned under Decree 178, mostly young officials. Mr. Hoang Van Du, Head of the Economic Department of Tien Phong commune, stated: "The Economic Department was allocated 7 positions, but since September 1st, two officials have resigned, leaving only 5. With the current workload, the Economic Department needs 8-10 more positions. The new area is large, the commune has many tasks to complete, but the shortage of staff makes implementation very difficult, and the staff is overloaded."

Investigations have revealed that in Tien Phong commune, due to a shortage of office space, officials from the Culture and Economic Departments are having to work in the old classrooms of Vay Nua Ethnic Boarding Primary and Secondary School. The cramped room has crumbling walls temporarily covered with thin plastic sheets. Without official housing, officials have to commute over 20 kilometers to and from work on an unfinished road. The arduous and dangerous commute, coupled with the stressful nature of the work, are the main reasons why officials in Tien Phong commune resigned after only two months of the merger.

There are many reasons why officials in disadvantaged communes across the province have submitted resignation letters in the past two months. However, strengthening the workforce at this time is crucial to stabilizing local government operations. Along with this, preferential policies and benefits need to be implemented soon; the transportation system and infrastructure need to be prioritized and improved... so that qualified officials and civil servants can confidently commit to their work, contribute to helping disadvantaged areas overcome poverty, narrow the gap with more prosperous regions, and contribute to the rapid and sustainable development of Phu Tho province.
