How is the Quang Ngai seaport planned?

The Ministry of Construction has just approved the detailed plan for the development of the land and water areas of Quang Ngai seaport for the period 2021-2030, with a vision to 2050.


According to the plan, the Quang Ngai seaport includes the Dung Quat port area, Sa Ky port, My A port, Ben Dinh port (Ly Son island) and other potential ports as planned in the Dung Quat economic zone, serving the exchange between the mainland and Ly Son island and the socio-economic development of the locality; as well as anchorage areas, transshipment areas, and storm shelters.

According to the plan, the ports will be mainly concentrated in the Dung Quat port area, accommodating ships up to 200,000 DWT (Illustrative image).

The target by 2030 is for the seaport to handle 47.20 - 48.20 million tons of cargo and 1.13 - 1.26 million passengers.

The infrastructure will include a total of 11 ports with 41 piers totaling 8,251.5 meters in length (excluding other ports).

By 2050, the seaport aims to handle cargo volumes with an average growth rate of 4.5% to 5.5% per year. Simultaneously, the development of new berths will continue to meet the growing demand for cargo throughput.

Of these, the ports are mainly concentrated in the Dung Quat port area, with a scale of approximately 9 ports (including 38 piers) with a total length of 7,861 m by 2030 (not including other ports).

Public maritime infrastructure is oriented towards maintaining existing channel standards for vessels up to 200,000 tons.

In cases where socialized funding is mobilized, investment in maritime channels should be permitted in accordance with the scale of the port planning. Infrastructure planning should serve to ensure maritime safety and specialized state management of maritime affairs in the port area.

To achieve the above objectives, the planning orientation needs a mechanism to attract investment in port construction, especially ports serving multiple purposes in economic zones, industrial parks, and industrial clusters, in order to improve the efficiency of port investment, land use, and water surface area.

Simultaneously, maximize the capacity of port infrastructure to handle diverse types of goods, prioritizing container handling, and general cargo to serve the needs of the Dung Quat Economic Zone. Invest in developing port areas in conjunction with connecting transportation infrastructure behind the port, as well as building mechanisms to attract shipping lines and maritime agents to develop in the port area.

At the same time, continue to research and refine policies on pricing and fees at seaports to improve the efficiency of seaport investments and increase their attractiveness to shipping companies.

With the capital investment needed for the seaport system by 2030 estimated at around 10,830 billion VND, various solutions are required to mobilize this investment capital.

One of these is to continue improving the mechanisms and conditions for mobilizing diverse domestic and foreign resources to participate in the investment and development of seaport infrastructure according to the plan, and to institutionalize solutions on decentralization and delegation of authority in resource mobilization.

Encourage and facilitate the participation of organizations and businesses from all economic sectors in investing in the development and operation of seaports, and continue to promote the socialization of investment in the development of seaport infrastructure.

In particular, strengthen the role of businesses in sharing the responsibility for investing in and maintaining public infrastructure at seaports as part of their seaport investment and operation projects.

The plan also outlines solutions for human resource development, application of science and technology, and international cooperation.

Notably, to ensure that the navigation channel has sufficient depth to accommodate ships, the People's Committee of Quang Ngai province is responsible for presiding over the regulation and publication of the list of areas and locations for receiving and disposing of dredged material from dredging activities in the Quang Ngai seaport waters, in accordance with regulations.
