Working Group 1557, headed by Comrade Trinh Xuan Truong, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, was established under Decision 1557/QD-UBND dated May 17, 2025 of the Provincial People's Committee to implement Official Dispatch 65/CD-TTg dated May 15, 2025 and Directive 13/CT-TTg dated May 17, 2025 of the Prime Minister on launching a peak period to fight against and repel smuggling, trade fraud and counterfeit goods in the new situation.

According to the report of the Provincial Steering Committee 389, in the first 4 months of 2025 (from December 16, 2024 to April 15, 2025), the authorities detected, inspected, arrested, and handled 294 violations/312 subjects, of which 56 cases of smuggled and prohibited goods, 216 cases of trade fraud, 22 cases of counterfeit goods, and infringement of intellectual property rights were detected and handled. 265 administrative violations were handled. The total value of handling was 5.6 billion VND.

Based on the developments and situation of smuggling, trade fraud and counterfeit goods in the province, and at the same time, to proactively detect, promptly combat and effectively prevent violations of the law as required by the Official Dispatch and Directive of the Prime Minister, the People's Committee of Lao Cai province issued a Plan to combat, prevent and repel smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights in Lao Cai province, from May 15 to June 15, 2025.

At the meeting, delegates focused on participating in the draft of the Plan for the peak of the fight against, preventing and repelling smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights in the province. The goal is to fight against, prevent and eventually end smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights. Timely detect and strictly handle acts of illegal trading and transportation of goods, smuggling, trade fraud and counterfeit goods in the area; focus on checking groups of goods such as food, milk, medicine, functional foods that are fake, of unknown origin, etc. to protect the rights of consumers and security and order in the area. Raise awareness of law compliance of enterprises, traders, organizations, individuals producing, trading, and consumers through legal propaganda, information, communication and the participation of people in the work of preventing smuggling, production and trade of counterfeit goods. Unified viewpoint on task implementation: "clear people, clear work, clear responsibilities, clear results".

Concluding the meeting, comrade Trinh Xuan Truong, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee directed: With the characteristics of a key border area, the work of implementing the peak of the fight to prevent and repel smuggling, trade fraud and counterfeit goods needs to be focused and key; the goal is to fight, prevent, repel and eventually end this situation, regaining the trust of consumers.

The Provincial Party Secretary and Chairman of the Provincial People's Committee requested the heads of departments, branches, agencies, functional forces and Chairmen of the People's Committees of districts, towns and cities to urgently disseminate and develop a synchronous, drastic, timely and effective implementation plan according to the motto of 6 clear points: "clear people, clear work, clear time, clear responsibility, clear products, clear authority"; take full responsibility before the Chairman of the Provincial People's Committee for the implementation results. Propose and submit to competent authorities for rewards according to regulations for collectives and individuals with outstanding achievements and feats in implementing the peak plan.

The comrade assigned the Department of Industry and Trade (standing agency) to coordinate with the Office of the Provincial People's Committee to advise the Provincial People's Committee to direct, inspect, and urge the drastic and effective implementation of the peak plan and report the implementation results. Members of the Provincial Steering Committee 389, according to their assigned functions, tasks, areas, and fields of management, shall be in charge of, directing, and urging their agencies and units to seriously and effectively implement the peak plan.
