Deputy Minister of Foreign Affairs Dang Hoang Giang.
Reporter: Could you please tell us about the outstanding results and measures to implement the results achieved during the working trip to Senegal, Morocco and Switzerland?
Deputy Foreign Minister Dang Hoang Giang: It can be affirmed that the working trip of National Assembly Chairman Tran Thanh Man and his delegation this time was very successful, comprehensively achieving and exceeding the set goals, leaving outstanding marks in many aspects.
During official visits to Senegal and Morocco, leaders of these countries all extended warm affection and a warm, sincere and respectful welcome with many exceptions beyond the usual reception protocols for the Chairman of the National Assembly and our high-ranking delegation, demonstrating their respect for the position and role of Vietnam and the Vietnamese National Assembly , their admiration for the history of the struggle for national liberation, our current construction and development, as well as their desire to promote multifaceted cooperation with Vietnam in the coming time, considering cooperation with Vietnam as a model for South-South cooperation and Asia-Africa cooperation.
On the basis of a close traditional relationship with many historical similarities, the visit opened a new phase in the relationship between Vietnam, Senegal and Morocco, creating a more comprehensive and substantive momentum for cooperation in all fields, especially economics, trade, investment, agriculture, telecommunications, etc.
Through bilateral talks, meetings, exchanges and contacts, high-ranking leaders of the countries expressed their impressions of Vietnam's socio-economic development achievements; affirmed the importance of relations with Vietnam; emphasized that the developing relations between the countries and Vietnam are bringing practical benefits to the people of each country; agreed to support each other at international and multilateral forums, especially within the framework of the United Nations; supported the rule of international law, resolved disputes and conflicts by peaceful means, contributing to maintaining peace, stability, cooperation and sustainable development in each region and the world; expressed their determination to develop relations with Vietnam in depth and increasingly effectively.
Senegal welcomes and is ready to create favorable conditions for Vietnamese technology and service enterprises to invest and do business in Senegal; the President of Senegal suggested that Vietnam soon consider opening a diplomatic representative office in the capital Dakar.
Moroccan leaders support the two countries to soon study and negotiate a new trade agreement; propose upgrading the bilateral cooperation framework; and study the possibility of establishing a joint cooperation mechanism with the participation of the parliaments, ministries, sectors and businesses of the two countries.
In Senegal, the two sides launched the Friendship Parliamentarians' Association between the two countries, chaired by the Vice President of the Senegalese National Assembly and Deputy Secretary of the Party Committee of the Vietnamese National Assembly.
The economic cooperation seminars in the two countries attracted the participation of many businesses from both countries. Eight agreements were signed in both countries, including important documents that provide guidance for the relationship between us and the two countries in the coming time in various fields, such as the Cooperation Agreement with the National Assembly of the two countries, the Cooperation Agreement in the field of agriculture; as well as specific economic agreements such as the Agreement on the purchase and sale of 100,000 tons of rice/year between us and Senegal.
During the activities of the National Assembly President in Switzerland, it is very pleasing that the President of both the Senate and the House of Representatives supported the resumption of negotiations on the Free Trade Agreement between Vietnam and the European Free Trade Association (EFTA, of which Switzerland is a member) in 2025, in order to increase bilateral trade growth commensurate with the potential and strengths of the two countries.
The two sides also exchanged experiences in legislation, supervision and decision-making on major national issues. Switzerland's experience in the fields of international financial center development, financial and banking technology, etc. helped Vietnam identify the vision and direction for building a suitable legal framework for the fields in which Vietnam has needs, contributing to helping Vietnam perfect its legal framework in line with the needs of rapid and sustainable development in the new era.
At the Seminar on recommendations for Vietnam on building and operating an international financial center, the two sides signed four cooperation agreements between the Ministry of Finance and the Swiss Fintech Association and the Vietnam-Switzerland Economic Forum, and between Vietnamese banks and the Swiss Trade Data Monitoring Company.
The Vietnamese community in all three countries was also a highlight of the trip. What was very touching was that whether in remote African lands or in the world's leading developed regions, the Vietnamese community is always united, close-knit, and wholeheartedly devoted to the country.
Through meetings with the National Assembly Chairman and the delegation, our community understands more about the concern of the Party and State, considering the overseas Vietnamese community an inseparable part of the Vietnamese nation.
To effectively implement the results of the visit, in the coming time, Vietnam will work with its partners Senegal, Morocco and Switzerland to increase the exchange of delegations at all levels, especially high-level ones, on State, National Assembly and Government channels; coordinate well in organizing activities to celebrate the 55th anniversary of the establishment of Vietnam-Switzerland diplomatic relations, the 65th anniversary of the establishment of Vietnam-Morocco diplomatic relations in 2026; at the same time, relevant ministries, branches and localities need to be active, proactive and determined in implementing the agreed agreements effectively, practically and with specific results.
Reporter: Could you please tell us about the results of the 6th World Conference of Speakers of Parliament and the contribution of the Vietnamese delegation at the conference?
Deputy Foreign Minister Dang Hoang Giang: The Inter-Parliamentary Union (IPU) is the world's largest multilateral parliamentary organization. The participation of National Assembly Chairman Tran Thanh Man in the conference is of great significance, demonstrating that Vietnam is a responsible member, actively participating in the common activities of the IPU and Vietnam's strong commitment to multilateralism in the context of the United Nations and multilateral mechanisms facing many challenges.
The high-ranking delegation of the Vietnamese National Assembly participated in and effectively contributed to the overall success of the largest conference of the IPU and the United Nations in 2025.
As one of the first Heads of Delegation to speak at the conference, the National Assembly Chairman shared a great message, very correct and in line with the common theme, as well as the speeches of key countries, which is "Promoting cooperation, parliamentary solidarity and multilateralism for the benefit of all people in the world".
The message affirms the irreplaceable role of multilateralism in creating peace and security, promoting sustainable development and innovation; promoting the role of parliamentary cooperation, representing the voice of the people, in ensuring the rule of law, complying with international law, implementing international commitments, building trust, promoting dialogue, and seeking sustainable solutions to current challenges.
That message also clearly shows the core values of humanity and all parliaments need to aim for, which are peace, justice, equality and sustainability, in order to put the interests of the people at the center, join hands to overcome differences and challenges for a better future for all people.
That is why the National Assembly Chairman's speech was shared by the Heads of Delegations who spoke afterwards, and received positive public response, creating a strong spread.
On the occasion of attending the conference, the National Assembly Chairman, Vice Chairman, Deputy Prime Minister and members of the delegation held dozens of meetings and contacts with leaders of parliaments of other countries and the United Nations, thereby enhancing understanding and political trust, especially at the high level, contributing to deepening and more comprehensive cooperation with other countries, especially through the parliamentary channel.
During the meetings, the National Assembly Chairman discussed in depth, shared views and highlighted Vietnam's proposals on current important international issues, as well as on promoting bilateral cooperation in areas of mutual interest and strength such as promoting trade-investment cooperation, science-technology, and innovation.
On this occasion, our leaders also asked the leaders of the EU parliaments to promote the early ratification of the Vietnam-EU Investment Protection Agreement (EVIPA) and to urge the EC to soon remove the IUU "yellow card" for Vietnam.
International partners highly appreciated the active and responsible role of the Vietnamese National Assembly in multilateral forums, expressing their desire to continue to cooperate and coordinate more closely, substantially and effectively with Vietnam.
The activities of the National Assembly Chairman and the Delegation during the conference contributed to further enhancing the position and image of Vietnam in general and the Vietnamese National Assembly in particular in the international arena.
