In late July, the sun shines brightly along the neat, clean streets of downtown Geneva (Switzerland) and on the highway leading to the city of Morges around the blue lake in the distance. The United Nations headquarters building (Palais des Nations) is considered the most beautiful symbol of global multilateral diplomacy , nestled majestically among the shady trees.

Located in the middle of the vast Ariana Park at Avenue de la Paix 14, 1211 Geneva, the neoclassical architectural structure is these days bustling with guests of all colors, including leaders of the National Assembly and parliaments from around the world, gathering at a conference of global stature.

The highlight is the main gate Allée des Drapeaux, which flies the flags of all member states, leading to the Human Rights Hall and the large meeting rooms Salle des Assemblées, where many multilateral diplomatic activities regularly take place, where global, regional and national leaders discuss topical topics with governments, voters and people of the countries.

This year's conference is considered the most important high-level parliamentary event, marking the strong engagement of parliaments in global issues, addressing prominent contents such as the active participation of women and youth, the role of parliaments in the digital future, protecting vulnerable groups, and committing to implementing the SDGs in the future.

Through thematic discussions, national parliaments demonstrated their leading role in promoting effective multilateralism, equal dialogue, the international rule of law and inclusive social development. In particular, the commitments made at the closing session and the High-level Declaration will lay the foundation for parliamentary action in this period of global turmoil and crisis.

These days, the 6th World Conference of Speakers of Parliament, organized by the Inter-Parliamentary Union (IPU) in coordination with the United Nations, is taking place with a busy and vibrant agenda with many multilateral and bilateral shuttle diplomacy activities... As one of the first Heads of Delegation to speak at the Conference, National Assembly Chairman Tran Thanh Man shared a major message with the general theme "Promoting parliamentary cooperation, solidarity and multilateralism for the benefit of all people in the world".

In his presentation, mentioning that the world is experiencing unprecedented changes that are seriously threatening global peace and stability, National Assembly Chairman Tran Thanh Man stated: These challenges do not distinguish between national borders, rich or poor, skin color, or religion, requiring everyone to work together. More than ever, representing the voice of the people, parliaments have the responsibility to take the lead in promoting multilateralism, contributing to ensuring peace, fairness, and prosperity for all people.

According to the National Assembly Chairman, parliamentary cooperation is not only about sharing legislative experience or passing resolutions, but also about a commitment to turning words into actions, turning ideas into reality and turning hope into real opportunities for billions of people around the world. “We, the representatives of the will and aspirations of the people, must ensure that policies and laws are built on core values: Peace, justice and equality,” the National Assembly Chairman pointed out.

To achieve these goals, the National Assembly Chairman especially emphasized “enhancing dialogue and building trust”; “dialogue instead of confrontation - that is the only way to build trust and a spirit of mutually beneficial cooperation between nations and peoples”.

In a message to global parliamentary leaders and leaders of leading international and regional organizations, the National Assembly Chairman stated that the current priority is to “promote justice and equality, prioritize policies to protect human rights, reduce inequality and ensure that no one is left behind.”

The conference included a number of keynote sessions on “Women and Youth Participation in Parliament in a Time of Polarization and Challenges”, designed to engage with stakeholders. Members of Parliament and parliamentarians from various countries discussed barriers, including online violence, and how parliaments can become more gender-sensitive and promote an environment that effectively represents young women.

The opening sessions and debates were attended by leaders of international organizations and scholars such as the leaders of the IPU Young Men and Women Forum; Chairwoman of the IPU Women's Parliamentary Committee; International Committee of the Red Cross (ICRC); Organization for Security and Cooperation in Europe (OSCE); International Labor Organization (ILO)... In particular, the new and trend-setting topic on digital technology and artificial intelligence focused on the role of parliaments in building a digital policy environment, governing AI, the internet and protecting citizens' rights in the global digital environment.

It can be seen that the central theme that the world's parliamentary leaders are interested in is strengthening parliamentary-United Nations cooperation and jointly discussing and issuing a final statement (High-level Statement) at the end of the conference, affirming that parliamentary politics is the connecting hand between the people and international multilateral mechanisms; affirming and strongly defining the mission of connecting parliaments with the United Nations to increase transparency, supervision and responsibility in multilateral mechanisms, in addition to the importance of shifting from global commitments to substantive national actions in each country.

The message of the Chairman of the National Assembly of Vietnam at the opening session was like a call to action, inspiring parliaments around the world to join forces for a peaceful, fair and prosperous future. During the schedule of activities, the Chairman of the National Assembly, Vice Chairman of the National Assembly, Deputy Prime Minister and members of the delegation conducted dozens of meetings and contacts with leaders of parliaments of other countries and the United Nations.

During this official visit to the host country, through working sessions, Vietnamese leaders highly appreciated and were very interested in Switzerland's experiences in new areas for Vietnam in which Switzerland has strengths such as innovation, development of international financial centers, financial and banking technology, etc. That will help Vietnam determine the vision and direction for building a suitable legal framework, contributing to helping Vietnam perfect the legal framework in accordance with the requirements of rapid and sustainable development, bringing major decisions of the National Assembly and the Government into practical life.
