Vietnam and France enhance the effectiveness of legislative and supervisory activities with cooperation agreements

On the morning of July 30 in Geneva, within the framework of his working trip accompanying National Assembly Chairman Tran Thanh Man to attend the 6th World Conference of Speakers of Parliament and conduct bilateral activities with Switzerland, National Assembly Vice Chairman Nguyen Duc Hai met with Vice President of the French Senate Loïc Hervé.

At the meeting, the leaders of the two sides agreed to continue to maintain exchanges of high-level delegations and between specialized committees and parliamentary groups to share experiences, improve the effectiveness of legislative and supervisory activities, especially for cooperation agreements signed between the two countries, as well as create conditions for ratification of bilateral cooperation agreements, coordination and mutual support at inter-parliamentary forums.

is the two countries upgrading their relationship to Comprehensive Strategic Partnership in October 2024.

The Vice Chairman of the National Assembly affirmed that Vietnam always attaches importance to and wishes to further deepen relations with France, Vietnam's first comprehensive strategic partner in the EU.

Vice Chairman of the National Assembly Nguyen Duc Hai highly appreciated the important role of the France-Vietnam Friendship Parliamentary Groups of the Senate in enhancing parliamentary cooperation in particular and understanding between the people of the two countries in general. The Vice Chairman of the National Assembly suggested that the two sides continue to maintain exchanges of high-level delegations and between specialized committees, friendship parliamentary groups, female parliamentarians and young parliamentarians of the two countries.

The Vice Chairman of the National Assembly asked the host country to support Vietnam in building and perfecting the rule of law state, enhancing the role of the National Assembly; further promoting the bridging role of friendship parliamentary groups in each country to promote cooperation between the legislative bodies of the two countries; effectively monitoring signed bilateral treaties and agreements; enhancing coordination and mutual support at regional and international inter-parliamentary forums such as the IPU, ASEP, etc.

On this occasion, the Vice Chairman of the National Assembly proposed that the French Parliament soon ratify the Vietnam-EU Investment Protection Agreement (EVIPA); urge the European Commission (EC) to soon remove the IUU "yellow card" for Vietnamese seafood; promote cooperation in strategic areas that the two countries' senior leaders have agreed on such as infrastructure, urban transport, renewable energy, science and technology, innovation, aerospace, nuclear energy, pharmaceuticals, high-quality human resources, etc.

The Vice Chairman of the National Assembly suggested that France continue to provide ODA to support the country's modernization process and improve people's lives, the Nhon-Hanoi Railway Station urban railway project and the renovation of Long Bien Bridge; promote the organization of the 13th conference of localities of the two countries; and promote cultural and tourism exchanges.

The Vice Chairman of the National Assembly also hopes that France will continue to create favorable conditions for the Vietnamese community to work, study and integrate well in France; have a strong voice, supporting the stance and viewpoint of Vietnam and ASEAN on the East Sea issue.

Vice President of the French Senate Loïc Hervé expressed his delight at the strong developments in the bilateral relationship in recent times. The Vice President of the French Senate said that the regular exchanges and contacts between the two countries' senior leaders and their legislative bodies, most recently during the Francophone Parliamentary Union (APF) Executive Committee Meeting in Can Tho (January 2025) and the 50th AFP General Assembly in Paris (July 2025), are vivid evidence of the closeness and effectiveness of parliamentary cooperation between the two countries.

Mr. Loïc Hervé acknowledged Vietnam's proposals and emphasized the need to promote bilateral cooperation in strategic areas that the two sides have agreed to prioritize such as infrastructure, urban transport, renewable energy, science and technology, innovation, aerospace, training of high-quality human resources, and disaster prevention and control.

The Vice President of the French Senate also agreed to urge the French Parliament to support the development of long-term strategic relations with Vietnam.
