During the discussion and contribution of opinions, many cadres and party members highly agreed with this request. From local practice, Deputy Secretary of the Hai An Ward Party Committee, Hai Phong City Pham Thi Chuyen said that the recent implementation of the 2-level local government model has clearly demonstrated the role of digital transformation in serving the people.

Hai An Ward was established on July 1, 2025 on the basis of the entire natural area and population of Cat Bi, Dang Lam, Thanh To, Dang Hai, Trang Cat wards, a part of the natural area and population of Nam Hai ward and a part of the natural area of Dong Hai 2 ward. Hai An Ward has a natural area of 39.99 km² and a population of 102,648 people. Hai An Ward Party Committee currently has 105 party organizations with more than 5,500 party members.

As the central ward of the city, with a large population, many public service units, enterprises, and business establishments operating, the need to resolve administrative procedures and apply science and technology in operations is very large. To serve the people, the Ward Party Committee focuses on directing the promotion of science and technology development, innovation, and digital transformation. The Ward People's Committee highly promotes resources to promote digital infrastructure; coordinates with agencies and units to maintain and develop OCOP products on e-commerce platforms Postmart.vn and Voso.vn; effectively exploits smart tourism applications (QR codes) at historical and cultural relics in the area to serve tourists from all over the country; effectively deploys accommodation management platforms at hotels, apartments, etc.

The Ward Party Committee directed agencies and units to promote administrative reform, build digital meetings, paperless meetings, and e-government. Established and operating since July 1, 2025, the Hai An Ward Public Administration Service Center receives and processes 100% of administrative procedure records online, with the on-time settlement rate always reaching over 98%.

The results of applying science, technology and digital transformation have helped people and businesses conveniently handle administrative procedures and increase production and business efficiency.

However, reality also shows that the infrastructure serving digital transformation is not yet complete. The capacity, professional qualifications, and technology skills of some officials and civil servants do not meet the requirements. To effectively implement the requirements of promoting digital transformation, comrade Pham Thi Chuyen suggested continuing to seriously implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation. Prioritize investment in facilities and equipment to meet the requirements of modernizing the administrative system and training and fostering a team of grassroots officials with qualifications to meet the requirements of applying science, technology, and digital transformation.

Mr. Nguyen Minh Tuan, Hai Duong ward, Hai Phong city, said that it is necessary to thoroughly grasp the direction of General Secretary To Lam: Digital transformation is the central nervous system, the vital bridge between the province and the commune in the 2-level local government model. To do so, Party committees and authorities at all levels need to strictly implement the solutions mentioned in the draft documents, which are to develop digital citizens, equip people with the necessary knowledge and skills to effectively participate in the digital economy and digital society.

It is possible to add the task of focusing on accelerating the development of digital infrastructure and digital data, creating a synchronous platform from the central to local levels. Strongly develop high-quality human resources, especially in key technology fields. Focus on allocating financial resources effectively, avoiding dispersion and formality; at the same time, strengthen inspection and supervision work, ensuring that the digital transformation process takes place substantially and effectively. When the e-government and digital government systems operate smoothly from the central to the grassroots levels, they will contribute to serving the people best.
