
More than two months ago, the Ministry of Science and Technology launched the Portal for Science, Technology, Innovation and Digital Transformation Initiatives (sangkien.gov.vn) - an open platform that allows individuals and organizations at home and abroad to submit initiatives, register products, find experts, and propose funding with just a few online steps. This activity is considered an "open door", clearing the flow of knowledge from institutes, schools, businesses to management agencies and the market.
As of October 2025, the Innovation Portal has received more than 150 initiative proposals, including 62 strategic technology development initiatives, nearly 250 registrations of science and technology products and solutions, innovation, digital transformation, and more than 120 products and solutions have been published on the system.
At the same time, a database of 8,571 Vietnamese experts at home and abroad, in 11 strategic technology fields - from artificial intelligence (AI), semiconductors, new energy, biotechnology, advanced materials, big data, robotics, information security, space-satellites, smart cities to biomedicine - has been integrated, forming a widespread expert connection network.
These numbers show a positive sign: Initiatives are no longer scattered in filing cabinets, but have begun to be digitized and circulated in an open ecosystem. The initiative portal allows users to log in with their VNeID account, submit initiatives online, register for funding for science and technology tasks supported by the National Foundation for Science and Technology Development (NAFOSTED), register for intellectual property protection, propose research funding, and find business partners or investors.
In addition, the system also provides the function of searching the national science and technology database, searching for experts by field, registering for science and technology services and receiving online consultation through a friendly, easy-to-use interface. Thus, scientists can proactively introduce ideas, find funding sources, register intellectual property or commercialize products right on the digital platform. This is a step forward from administrative management to knowledge management.
Notably, the Ministry of Science and Technology is implementing a plan to integrate AI and chatbots to support users into the Innovation Portal in the fourth quarter of this year. AI technology will help quickly look up research information, suggest experts, analyze technology trends and propose appropriate cooperation, funding or commercialization directions. This is not only a technical solution, but also demonstrates a shift in thinking, from "record management" to "knowledge creation".
Technology not only helps to quickly look up and consult, but also contributes to changing the way state management moves towards digital government in the field of science and innovation.
According to experts, no matter how modern technology is, it is just a tool; the deciding factor lies in people, both in trust and cooperative habits. An innovation portal will hardly be effective if the business does not truly consider science as a driving force for growth, or if the sender is still afraid of losing the idea…
Therefore, along with improving the review process, standardizing intellectual property and commercialization, it is necessary to continue to foster a culture of knowledge sharing, encouraging innovation and public-private collaboration so that the platform truly becomes a bridge between research and the market.
When initiatives are no longer kept in drawers, Vietnamese intelligence is awakened, spread and crystallized into new strength for the nation.
