The rearrangement of educational facilities was prepared by Quang Ninh province since April 2025 and carried out from mid-October 2025 on the basis of consulting the people, teachers, and relevant parties and received high consensus.

The reorganization is being implemented simultaneously, aiming to reduce 50% of the number of facilities under the management of communes, wards, and special zones, but does not change the scale of educational facilities, or affect students' learning. Teachers' teaching and students' learning still take place normally at the current school, without changing classes, teachers, or schedules.

It can be affirmed, Quang Ninh province has carefully researched, calculated and complied with regulations in arranging and merging schools and classes in the whole province and implemented it quickly, contributing to streamlining the organization and management apparatus, improving the effectiveness and efficiency of school administration and the use of human resources and resources of schools.

Vice Chairwoman of the People's Committee of Quang Ninh province Nguyen Thi Hanh said that the arrangement and merger were implemented carefully, with thorough preparation, closely following reality, receiving high consensus from all levels of government, people, parents, students and teachers. In particular, the regulations of the Ministry of Education and Training were strictly followed; the goal is to reduce the number of contacts, improve management capacity and aim at the core task of improving the quality of education for learners. Students will still study where they study, teachers will still teach where they teach, absolutely no student will be affected and have to go to study elsewhere due to the merger.

The arrangement also does not affect or disrupt the students' learning. The policy that Quang Ninh thoroughly and consistently implements is to keep the students' learning locations as before the arrangement, without affecting the organization of educational service provision activities to serve the people's needs.

The merger and rearrangement of schools and educational facilities does not reduce or affect students' learning compared to before, but only conforms to the actual operation of the 2-level local government model; at the same time, it helps to solve the problem of local surplus and shortage of teachers, and can supplement the shortages; most importantly, students' learning still takes place normally at the current school, without changing classes, teachers, or schedules.

In reality, some communes and wards in Quang Ninh currently have too many schools, some localities have from 15 to 21 schools but many schools do not meet the minimum standards, only from 4 to 5 classes, lower than the minimum of 9 classes; According to the 2-level local government model, each commune, ward or special zone has only one specialist in charge of education. Therefore, it is necessary to arrange, reduce management units and improve education management capacity, suitable to actual conditions.

Mr. Dinh Ngoc Son, Deputy Director of the Department of Education and Training of Quang Ninh province, affirmed that the merger was carried out according to the principle of equality: merging preschools with preschools, general education with general education, continuing education with continuing education; ensuring that teaching and learning activities of schools and students are not interrupted. At the same time, the merger was carried out on the principle that each commune-level locality still maintains at least one school for each level of preschool, primary and secondary education; prioritizing the inter-level primary-secondary school model in sparsely populated areas with difficult terrain.

Up to now, after the arrangement of the 2-level local government model, in the 54 commune-level administrative units of Quang Ninh province, there are 522 public kindergartens, primary schools, and secondary schools under the management of the commune level. Due to regional characteristics, the number of kindergartens, primary schools, and secondary schools is unevenly distributed, not ensuring the optimal scale of an educational institution.

In some commune-level units, the total number of groups/classes in public educational institutions is relatively small, not exceeding the maximum size of an educational institution. Specifically, 12 units have less than 30 preschool groups/classes, 11 units have no more than 40 primary school classes, and 33 units have no more than 45 secondary school classes.

Along with the restructuring of the education system towards streamlining and efficiency, in the coming time, Quang Ninh province will continue to issue comprehensive and inclusive support policies to promote sustainable education and training development. This includes a policy to support school milk for 100% of preschool children and primary school students, and support school lunches for preschool children, primary school students and secondary school students in some areas. The total implementation cost is expected to be about 700 billion VND per year, an increase of nearly 350 billion VND compared to 2019.
